Duties

  • Serve as the DHA subject matter expert for Defense Medical Human Resource System - internet (DMHRSi) Oracle Discoverer Plus and Business Objects XI (BOXI) report writing tools; serve as DMHRSi access manager.
  • As Program Manager, coordinate with functional Subject Matter Experts (SMEs) on DMHRSi requirements, configuration and portfolio management issues.
  • Plan, design, develop, schedule, conduct and manage human capital and manpower projects, studies, and programs.
  • Develop, plan, and conduct personnel accountability studies and various types of data collection output reports.
  • Represent the DHA position at DHA portfolio management meetings, reporting un-reconciled portfolio management issues and concerns to senior leadership
  • Identify and define DMHRSi user requirements, perform system analysis, and participate in the execution of technical plans/specifications for the implementation of system modifications or modernization, associated policies and business processes.
  • Develop processes for DHA and Markets to use DMHRSi and serve as the sole trainer on DMHRSi for DHA and the Markets.
  • Coordinate with individual DMHRSi functional SMEs to ensure System Change Requests (SCRs) and System Incident Reports (SIRs) are accurately documented.
  • Collaborate with the DMHRSi SMEs during testing to ensure issues found during testing are documented and communicated.
  • Lead functional SME work groups to prioritize DMHRSi program objective memorandum (POM) funding requirements.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment. A comprehensive background investigation is required.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes: (1) Experience leading subject matter expert (SME) work groups and integrated project teams; (2) Advising and validating an IT system for labor cost accounting, human resources, manpower, training and readiness operational/business requirements; (3) Applying integrated technical/analytical expertise in selecting/developing/adapting guidelines applicable to IT resources for analysis and system integration enterprise-wide (i.e. to DHA Markets, SSOs, etc.); AND (4) Working with various databases (e.g. manpower, DMHRSi, labor cost assignment (LCA), component databases and future manpower systems) to develop program goals/plans to increase interrelated issues of effectiveness and efficiency of mission oriented human resources (HR) programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
