Duties

  • You will serve as a business advisor to the Division?s assigned Technical Departments and will be accountable for awarding their contracts for supplies and services in a timely manner.
  • You will support, oversee, and provide subject matter expertise in the development and implementation of acquisition strategies in a research and development environment to support the warfighter.
  • You will possess an unlimited Contracting Officer?s warrant and execute a wide variety of contractual actions, most specifically actions exceeding $75 million, with high visibility/difficult requirements.
  • You will support the management of workload across the division, focusing on mentoring, training and professional development of contracting professionals of varying skills and certification levels.
  • You will assist the Division Head with reporting requirements, ensuring timely and accurate metrics are captured and reported on behalf of the Division.
  • You will participate in File Reviews and Procurement Surveillance Program (PSP) preparation.
  • You will perform as an ad hoc member for Contract Review Boards as needed.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field C (Contracting) Level 3. If you are not certified you must achieve certification within 24 months of appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a contracting officer or contract specialist soliciting, evaluating, negotiating, awarding, or administering contracts for the acquisition or procurement of equipment, supplies, or services. Examples of specialized experience may include: evaluating a contractor's capabilities; coordinating or determining acquisition strategy; analyzing contract charges or costs to determine appropriateness or reasonableness; facilitating contract changes through the life-cycle of an acquisition.

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
