Duties

ARM is seeking an experienced professional to serve as a Management and Program Analyst, responsible for supporting the administrative and management functions associated with the programs, activities and operations of ARM. Specifically, the incumbent:
  • Uses qualitative and quantitative analytical skills to analyze, evaluate, and improve the efficiency of internal administrative, organizational, or management operations.
  • Analyzes a variety of operations data to support technical operations and develop recommendations to support team initiatives, and briefs those recommendations to ARM management.
  • Develops and maintains databases and automated systems for tracking ARM processes including staff reassignments, budget, training, and security clearances.
  • Coordinates with ARM's Human Capital Manager and provides support for human capital functions including performance management, awards, training, and other areas including initiating and tracking human capital related actions such as awards and personnel actions for ARM.
  • Leads projects, develops timelines, and works with functional specialists and other staff on any technical issues affecting the implementation of new projects and services.
  • Recommends and participates in the development of policies and procedures to support program and technical operations.
  • Coordinates with other staff offices to develop plans for delivering products and services that meet customer requirements.
  • Works closely with staff to develop methodologies and strategies to improve the quality of team programs and services delivered.
  • Conducts research of various alternatives and analyzes the advantages and disadvantages of each alternative. Develops recommendations and briefs those recommendations to management for approval.
  • Analyzes customer needs to determine functional requirements and technical options. Assists with questions regarding the teams' products and operations.
  • Performs other duties as assigned, including special projects.

Qualifications

You must have 1 year (52 weeks) of specialized experience at the next lower band or level equivalent to the GS-11 in the federal service, which has equipped you with the skills and knowledge to successfully perform the duties of the position. Specialized experience for this position is defined as experience performing a broad range of administrative and management functions including business analytics, budget, travel, training, human resources, space and/or procurement; researching, analyzing and gathering information in support of mission programs and operations; and providing advice and guidance on administrative and program issues.
