Central Research, Inc. (CRI) is actively seeking a Litigation Specialist II/FOIA Specialist to join our team in Washington, DC, in support of a federal client. This position is part of a team that reviews documents for executive privilege, confidential business information, attorney-client privilege and provides litigation support services. This position will be telework/work from home until COVID-19 safety precautions change.Responsibilities & Duties:Review documents and make determinations on information protected under the FOIA/PA exemptions and other federal statutes, law, or court order that requires or authorizes federal agencies to protect such information from disclosureRedact protected information in documents, annotate appropriate FOIA/PA exemptions or PA exceptions used to withhold protected information and prepare agency responsePrepare Vaughn IndicesIdentify possible deficiencies in FOIA/PA files, communicating with bureau personnel orally and in writing to identify and resolve the deficienciesCreate and maintain hard copy and electronic FOIA/PA files, including data input, maintenance, and filling of updated files. File and retrieve hard copy and electronic FOIA/PA documents within an established standardized systemResponsible for physical document at issue inventory, management, and tracking for requested materials relating to responseReceive, review, identify, and place correspondence and other materials received from bureaus in the appropriate FOIA/PA file and label records appropriatelyClarify facts with attorneys, bureau, office representatives, and individuals in the general public to reach agreement for the expeditious handling of FOIA/PA responsesConsult with personnel at agencies whose actions have been appealed, gather information, put the matter at issue in the appeals in context and complete the responsesPrepare summaries of discussions with agency personnel for the Appeals Officer's reviewClarify facts with attorneys, agency, office representatives, and general public to reach agreement for the expeditious handling of FOIA and PA appealsPrepare the agency response to FOIA and PA appellants discussing the bases for determinations, including the rationale for upholding or overturning agency actionsVerify citations and legal references in documents that are submitted in connection with FOIA and PA appealsRedact protected information in records at issue in FOIA and PA appeals with annotations of exemptions or exceptions used to withhold protected information and prepare agency response to appellantsConduct legal research of applicable law and regulations to keep informed of statues, changes or updates to apply correct principles to related casesMinimum Qualifications:Bachelor's degree3 or more years litigation support experience, including support of appeal processes or other relevant experienceAbility to successfully obtain and retain a NACI/PII security clearanceExperience using legal research techniques and the ability to apply this knowledge to the analysis of legal problems, preparation of legal documents, and the initiation of recommendations concerning various legal issuesExperience with the document review, redaction, annotation and labeling of general document review assignments applying the nine FOIA exemptions, PA exemptions and exceptions and legal privilegePreferred Qualifications:JDParalegal CertificationKnowledge, Skills, & Abilities:Functional knowledge of commonly used concepts, practices, and procedures within FOIA and PA fieldExcellent oral and written communication skillsAbility to work independentlyProven ability to work successfully as a member of a team in a fast-paced, high-volume environmentProficient with using Adobe acrobat, MS Office Suite and similar softwareAbility to use basic office equipmentAs permitted by applicable law, CRI employees must provide evidence of the full COVID-19 vaccination as defined by CDC guidelines OR secure approval of medical or religious accommodation for the vaccination mandate.Equal Opportunity Employer:Central Research is an Affirmative Action and Equal Opportunity Employer.
