Duties

As a Special Assistant, the incumbent serves in a close working relationship with the Assistant Secretary, Principal Deputy, and Program Operations; participates in the policy and program decision processes; and performs, coordinates, plans and evaluates projects of critical importance to the Agency.

Major duties for this position include but are not limited to, the following:

- Reviews correspondence and ensures clarity, consistency, completeness, and compliance with organizational policy. Tracks correspondence to ensure that deadlines are met and assignments are completed.

- Drafts and reviews executive correspondence that requires the concurrence or signature of the Assistant Secretary/Deputy Assistant Secretary. Ensures that
correspondence requiring executive level response is prepared and submitted timely and management's views are accurately and effectively presented.

- Functions as a plain writing and communications consultant and advisor to the national leadership on management, policy, administrative, and technical matters, which have multi-office implications. Participates in an advisory capacity and analyzes proposals provided to the Assistant Secretary and Deputy Assistant Secretaries, which have policy implications.

- Prepares or coordinates the production and presentation of program documents, proposals, reports, and memoranda on policy and program matters which either cross organizational responsibilities or which do not fall within the functional province of any one Agency office. Develops briefing papers, talking points, speeches, for use by the Assistant Secretary and Deputy Assistant Secretaries in meetings with the Secretary of Labor, other Federal executives, members of Congress, industry, and professional organizations, or release to the public.

- Performs a variety of special assignments as requested by the Assistant Secretary and Deputy Assistant Secretaries. Serves as lead for the agency wide plain writing initiative and develops plain writing guides, templates, and checklists for supervisor's use.

- As directed by the Assistant Secretary and Deputy Assistant Secretaries, prepares responses to requests from Congressional committees, the White House, and other Administrative officials on the status of Agency programs, the effectiveness of programs, need for changes in program direction and emphasis, need for new program proposals, the effectiveness of governing regulations, and similar matters of national concern.

- Performs other duties as assigned.

  • Must be at least 16 years old and a U.S. Citizen.
  • Requires a probationary period if the requirement has not been met.
  • Position requires Public-Trust-Moderate Risk Background Investigation.

Qualifications

Requires one (1) year of specialized experience equivalent to the GS-13 level in the Federal Service as defined below:

Specialized experience is defined experience serving as a plain language writing and communications consultant and preparing or coordinating the production and presentation of program documents, proposals, reports, and memoranda on policy and program matters, or experience reviewing and editing papers, speeches, correspondence, regulations, or other documents and ensuring clarity, consistency, completeness, and compliance with organizational policy.

Education

Education is not a substitute for experience at the GS-14 grade level.
