We are seeking a Business Analyst to help our Federal client in facilitating and maturing a Data Management program within an Office of the Chief Data Officer (OCDO). This is an exciting opportunity to affect change, and to be a valued addition to our team providing support in the Washington, DC/Camp Springs, Maryland area.Responsibilities: Assist with data sharing activities: Meet with data partners internally and externally. In collaboration with the client, understand data partner desires and requirements to data sharing. Provide drafting and writing support for data sharing agreements, procedures related to data sharing, data sharing visual maps, privacy documentation. Be comfortable conducting research related to statutory and regulatory authority that enables data sharing activities throughout the federal government. Support the client in the process of negotiating data sharing agreements and in drafting those agreements. Assist with data governance activities: Draft, revise, update, and prepare meeting materials for data governance bodies. Perform functions related to staffing data governance activities such as scheduling, room and resource reservations, and other logistics. Also provide support related to taking notes at meetings, compiling notes, revising notes, editing notes, and distributing notes. Be comfortable performing, supporting, or directing these support functions, as directed. Improving the data sharing and data governance enterprise: Apply common best practices to bridge the gap between technical subject matter experts and the business to enable the data sharing & governance branch to better assess processes, define requirements, and deliver business process recommendations executives and stakeholders. Improve processes that support data sharing and data governance: Engage with business leaders and users to understand how improvements to process, products, services, and software can improve efficiencies and add value; clearly articulate ideas but balance expectations against what's feasible and reasonable. Identify process inadequacies and/or deficiencies that affect the team's ability to support/meet organizational goals and work with the organization to analyze, and redesign if necessary, processes; as a member of a project team, assist with the analysis and implementation of process improvements. Improvement planning and change management: Run requirements elicitation and analysis sessions to collect, validate, and prioritize requirements to ensure the customer's needs are accurately captured, understood, and delivered in a communicable format. Create and maintain requirements documentation repositories and assist with documentation related to requirements processes. Coordinate project activities and communications among diverse groups of internal and external clients and team members. Stakeholder management & Communications: Create conceptual process models and identify relevant issues and considerations in selecting business or technical solutions; identify alternative solutions and communicate alternatives analyses. Help facilitate the direction and strategy for project engagements while ensuring the business needs are being addressed and technical teams are supported.
