Duties

  • Serve as an agency point of contact for issues related to the Department of Justice's Performance Management System and requirements for Senior Executive Service (SES), Senior Level, and political positions and appointments.
  • Serve as an agency technical authority with respect to human resources policies associated with the agency's Executive Resources programs.
  • Develop and implement policies and guidelines to resolve complex, novel, and systemic problems that impact Executive Resources policies and practices used Department-wide.
  • Serve as a senior level advisor and consultant for DOJ on Executive Resources issues related to SES Merit Staffing and Recruitment, Performance Management, personnel actions for Political and Executive Personnel, Position Classification, and Allocation Management.
  • Provide managers and HR professionals with guidance on interpretation of DOJ's policies, guidelines, practices, and procedures related to Senior Executive Service performance management.

Qualifications

To qualify for the position of Human Resources Specialist (Executive Resources) at (GS-0201-13/14), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to.

To qualify for the GS-13, you must possess the following:
Have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service: 1) performing operations work in at least two of the following HR specialty areas: classification, staffing and recruitment, compensation, employment, or performance management; 2) researching technical guidance on HR laws, regulations, policies, and procedures related to Executive Resources; and 3) analyzing policy on HR Senior Executive Service performance management.

To qualify for the GS-14, you must possess the following:
Have at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service: 1) performing policy and operations work in at least two of the following HR specialty areas: classification, staffing and recruitment, compensation, employment, or performance management; 2) providing technical guidance on HR laws, regulations, policies, and procedures related to Executive Resources; and 3) providing policy interpretations on HR Senior Executive Service performance management.

If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.

    Due to COVID-19, if selected, you may be expected to telework for an undefined period under the Department's evacuation authority, even if your home is located outside the local commuting area. Employees in this status may be notified of a requirement to report in person to the component workplace with an advance notice of not less than 30 days. Prior to a requirement to report to the workplace, employees may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the component's telework policy.
