Duties

As a Management and Program Analyst within the Standards Evaluation and Analysis Division, you will be responsible for new and established projects, programs and systems. You will, also, be planning and executing work required to accomplish the objectives.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:
  • Planning and coordinating development, consolidation, reviewing and approval of programs and budgets to support projects, programs and systems in the assigned program areas.
  • Identifying, verifying, and assessing causes and methods for resolution of problems or impediments affecting the program.
  • Analyzing and monitoring program and resource use to identify actual or potential problems, trends and deficiency situations or areas of imbalance.
  • Preparing charts, summaries and narratives which provide the basis for performance evaluation.
  • Serving as a focal point for interagency efforts to formulate and formalize e-business objective plans, programs and policies in areas critical to assessment and evaluation of processes, policies and procedures.

Qualifications

At the GS-11 - Applicants must possess at least one year of specialized experience equivalent to the next lower grade level (GS 09 or equivalent) in the Federal service. Specialized experience includes: analyzing and evaluating the effectiveness of programs or systems; conducting studies to develop or validate new management concepts and operational improvements; performing analytical and evaluative tasks to participate in support activities.

OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

OR a combination of education and experience.

At the GS-12 - Applicants must possess at least one year of specialized experience equivalent to the next lower grade level (GS-11 or equivalent) in the Federal service. Specialized experience includes: analyzing and evaluating the effectiveness of program operations; assisting with developing analytical and investigative techniques to perform a wide variety of studies; advising on the potential benefits/use of automation to improve the efficiency and effectiveness of program operations.

At the GS-13 - Applicants must possess at least one year of specialized experience equivalent to the next lower grade level (GS-12 or equivalent) in the Federal service. Specialized experience includes: analyzing and evaluating the effectiveness of program operations; developing analytical and investigative techniques to perform a wide variety of studies; advising on the potential benefits/use of automation to improve the efficiency and effectiveness of program operations; researching and investigating new or improved business and management practices for application to agency programs or operations.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If selection is made below the full performance level, the incumbent may be promoted up to the target grade without further competition, if all legal and regulatory requirements are met and when recommended by the supervisor.
