Duties

The incumbent provides leadership, direction, guidance and staff support to NIST management and other clients in the areas of acquisition, agreements and grants management, commensurate with the Institute's mission and strategic objectives.

Specifically, the incumbent provides executive leadership, program management and oversight to subordinate managers who direct the organizations that provide acquisition management. grants management, and other agency agreements. The incumbent will ensure that NIST clients are provided with the necessary support and services to enable mission success in the areas of acquisition, agreements using other transaction authority and grants management. Specifically, this includes:

- Providing executive leadership and accountability for service delivery to client organizations in acquisition, grants, and agreement management functions
- Coordinating strategic planning activities, in partnership with clients, in acquisition, grants and agreements management to support and address mission outcomes
- Implementing policies and programs to support mission success in the acquisition, grants and agreements management arenas; leading the process for program
and policy modifications when necessary to ensure efficiency of operations and compliance
- Managing all fiscal, human resource, and administrative requirements to ensure existing and emergent workload needs and mission priorities are met
- Directing subordinate managers in the oversight and operations of multiple divisions in providing acquisition, grants, and agreement support to enable mission success
- Ensuring NIST senior management are advised on the full range of laws, regulations and policies governing acquisition, grants, and agreement management
- Establishing and maintaining an organization that ensures compliance with applicable laws, regulations, and policies in the delivery of organizational services
- Ensuring streamlined and consistent processes with a view of continued improvements in customer satisfaction and organizational performance
- Utilizing data-based metrics to evaluate organizational performance against agency targets and goals
- Recommending and implementing process and programmatic modifications, when necessary, to ensure effective and efficient services to enable mission success

Qualifications

To meet the minimum qualification requirements for this position, you must show that you possess all of the Executive Core Qualifications and Professional/Technical Qualifications listed below.

EXECUTIVE CORE QUALIFICATIONS (ECQs):
ECO 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECO is the ability to establish an organizational vision and to implement it in a continuously changing environment. (Competencies: creativity and innovation, external awareness. flexibility, resilience, strategic thinking, vision)

ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. (Competencies: conflict management, leveraging diversity, developing others, team building)

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering , political savvy, influencing/negotiating)

MANDATORY TECHNICAL QUALIFICATIONS (MTQs):
MTQ 1 - Demonstrated leadership of acquisitions, grants, or other agreement operations. This may include leadership or experience in customer service best practices, workforce dynamics, regulations. principles, policies, and procedures sufficient to provide leadership on the administration of acquisition, grants, or agreement programs.

MTQ 2 - Demonstrated experience leading and managing a substantial organization including planning, program management, and budget formulation (personnel and program).

MTQ 3 - Demonstrated leadership and experience in planning, developing, and implementing operational strategies as principal leader for large programs with multiple major acquisitions, grants, or agreements including those of unprecedented nature and complexity or which have had a material influence on critical programs and experience managing those programs to accomplish scientific and technical objectives.

Applicants are required to submit a narrative statement for each Executive Core Qualification (ECQ) and each Mandatory Technical Qualifications (MTQs) listed. If you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by the Office of Personnel Management (OPM) and had your ECQs certified by OPM, then you only need to address each MTQ, and you do not need to submit an ECQ narrative.

The above qualifications would typically be acquired through education, senior level experience, and training which reflect progressive development and achievement in leading and managing a comprehensive program in a complex organization. An individual's total experience must demonstrate the ability to perform the duties of the position. Additional information

As required by Executive Order 14043 Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. The appointee will be required to file a Public Financial Disclosure Report (SF-278) within 30 days of their appointment, annually thereafter and upon termination of Federal Government employment.
Qualifications approval and probationary period : Persons newly selected for career appointments within the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one year probationary period.
Veterans' Preference : Veterans' preference is not applicable to positions in the Senior Executive Service.
Travel : Occasional to frequent travel may be required.
