Duties

Convey extensive cost estimating knowledge and experience in DoD Program Life-Cycle Cost Estimating. Subject areas of knowledge may include but are not limited to:
  • Performance of work that involves designing, developing, and adapting techniques relevant to cost estimating processes and data analysis.
  • Analysis of resource requirements and management problems in order to provide advice and insight about probable effects of alternate solutions to the problems in terms of dollar cost impact to a complex program or system.
  • Application of a rigorous process of scientific inquiry and analysis to develop cost estimating requirements and provide technical advice in the cost analysis area.
  • Utilization of a variety of databases such as CADE, JIAT, DAMIR VAMOSC, OSMIS, AFTOC, OSCAM to manage and analyze data.
  • Utilization of various analytical tools such as @Risk, ACEIT, Excel as well as various techniques such as parametric and nonparametric statistics, advanced regression, data normalization, cost risk and uncertainty.
  • Monitoring program, projects, operations or activities against short and long term goals and determining realism of estimates using knowledge of cost estimating and accounting systems.
  • Support curriculum develop and maintenance of DAU learning assets
  • Experience working in DoD, acquisition
  • Teaching experience or a penchant for teaching
  • Experience processing, cleansing and verifying the integrity of datasets used for cost estimating model building and analysis.
  • Experience analyzing and employing large datasets for statistical analysis of program life cycle costs.
  • Demonstrated proficiency in cutting edge advanced analytical techniques, tools and processes.
  • Demonstrated ability in communicating complex quantitative analysis and validation in a precise, structured, easily understood, and actionable manner.
Learning Director (LD) Duties: Supports the management of an integrated portfolio of specified learning assets to assist the defense acquisition workforce by leveraging career knowledge and experience. Activities include but not limited to:
  • Oversee the Life Cycle activities of assigned assets within functional portfolio.
  • Support and assist a geographically dispersed team in the development and maintenance of instructor-led classroom and computer-based on-line learning assets.
  • Regularly assesses the health of the portfolio assets for alignment to functional competencies, currency, accuracy, relevancy and quality.
  • Coordinate with Learning Asset Managers (LAM), and other business units on curriculum development activities, alignment of Terminal Learning Objectives (TLOs), Enabling Learning Objectives (ELOs), and assessment rubrics.
  • Analyze curriculum and learning asset portfolio to determine possible deficiencies, and develop corrective action plans.
  • Communicates with the respective Functional Leads, Functional Integration Teams and offices involved in the management of function career field.
  • Evaluate and assess opportunities for modular contend development and identify opportunities to integrate and optimize cost-effective reuse of DAU asset within and across other portfolios and the DAU ecosystem.
  • Respond as needed to accreditation, equivalent providers and American Council on Education (ACE) regarding inquiries on course ware for assigned training course(s).
  • Perform duties as a Subject Matter Expert (SME) and/or LAM when necessary.
  • Performs other duties as assigned.

  • The incumbent of this position may be required to work overtime, irregular shifts, and/or on the weekend.
  • Work may require travel away from the normal duty station on commercial aircraft.

Qualifications

Basic Education Requirement: Bachelor's or higher degree in operations research OR at least 24 semester hours in a combination of operations research mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semesters hours must have been in calculus. You MUST submit copies of your proof of education, unofficial transcripts are acceptable. Failure to submit required documents by the close of the announcement may result in an Ineligible rating.

In addition to meeting the basic education requirement, to qualify for this position at a respective band/grade level, you must demonstrate in your resume/application that you possess the required years of specialized experience equivalent to one band/grade-level lower (or equivalent) to include having specialized experience directly relating to the specific duties of the position, and demonstrate that you have the required knowledge, skills, and abilities to perform successfully with the experience that demonstrated a practical knowledge in the following:

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Experience processing, cleansing and verifying the integrity of datasets used for cost estimating model building and analysis.
  • Experience analyzing and employing large datasets for statistical analysis of program life cycle costs.
  • Experience evaluating budget and financial systems and requirements of a complex program to determine impact of costs.
  • Experience developing and recommending data analyses, reports and studies that enable ongoing improvement to systems and programs.
  • Demonstrated proficiency in cutting edge advanced analytical techniques, tools and processes.
  • Demonstrated ability in communicating complex quantitative analysis and validation in a precise, structured, easily understood, and actionable manner.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    DAU Faculty Pay Band Minimum Education and Specialized Experience Requirements:
    • DAU Pay Band A (AD-11) (Equivalent to a GS-09 through GS-13 General Schedule grade equivalency): Minimum Education and Specialized Experience:
      • Basic requirements for Band A include a minimum of a Bachelor level degree and up to four years of experience in the appropriate functional area.
    • DAU Pay Band B (AD-12) (Equivalent to a GS-14 General Schedule grade equivalency): Minimum Education and Specialized Experience:
      • Basic requirements for Band B include a minimum of a Bachelor level degree in an appropriate discipline and a minimum of six years of experience in the appropriate functional area. Advanced degrees are highly desired in Band B.
    • DAU Pay Band C (AD-13) (Equivalent to a GS-15 General Schedule grade equivalency): Minimum Education and Specialized Experience:
      • Basic requirements for Band C include a minimum of a Bachelor level degree in an appropriate discipline and a minimum of eight years of experience in the appropriate functional area. Advanced degrees are highly desired in Band C.
    Please note: Technical certifications and/or experience may be approved by the DAU Chief of Staff (delegated from the DAU President) to meet the needs of the University.

    Initial appointment is made for a period of three years, conditional upon satisfactory completion of a DAU probationary period of two years. At the one year mark, as part of an annual review, consideration is given to extending the appointment; thus at any one time moving beyond that point an employee will have two years remaining.
