Duties

The USCG is announcing a challenging Senior Executive Service career opportunity to serve as the Deputy Assistant Commandant for Command, Control, Communications, Computers, and Information Technology (C4IT) and Deputy Chief Information Officer. The Deputy provides executive level leadership and management for USCG Command and Control, Communications, Computers, Cyber and Intelligence (C5I) programs, including communications and electronic systems and operations and information technology that enable Coast Guard mission execution and business processes.

In addition, the Deputy:
  • Provides direct executive level leadership for managing, directing, and evaluating C5I staff, programs, and activities.
  • Oversees and advocates to sustain Coast Guard wide C5I capabilities, systems, and non-material programs.
  • Coordinates with the Department of Homeland Security (DHS) and the Department of Defense (DoD).
  • Responsible for coordinating and integrating policies, guidelines, procedures, and activities to ensure effective, efficient, and economical strategic managment of C5I planning, acquisition, and operations in support of Coast Guard missions and objectives.
  • Promotes the use of information technology and innovative technology solutions to improve the operations, productivity, efficiency, effectiveness and service delivery of the Coast Guard.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector. Your resume must demonstrate that you possess the knowledge, skills and abilities to successfully perform the duties of this position.

Mandatory Technical Qualification (TQ1): Demonstrated ability to formulate, coordinate, implement, represent, and provide a vision for an effective information technology (IT), enterprise architecture, records management and cybersecurity programs which accomplish departmental/agency/organization strategic objectives while forging intra-and interagency, non-governmental and international partnerships, sharing best practices, developing technical standards, proposing legislative change proposals, and building opportunities to innovate.

Mandatory Technical Qualification (TQ2): Demonstrated ability to provide vision, oversight, direction and senior management of information technology business operations including multiyear capital planning investment controls that meet all federal IT mandates including the Federal Information Security Management Act, Federal IT Acquisition Reform Act, and Federal Records Act regulatory actions that supports a highly distributed and operationally focused units.

Mandatory Executive Core Qualifications (ECQs)

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this Executive Core Qualification (ECQ) is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. As required by Executive Order 14043 and guidance issued by the Safer Federal Workforce Taskforce, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.
