Duties

  • You will provide technical expertise to reinforce MCICOM commitment to apply resources to national defense requirements and coordinate and plan the Marine Corps full financial statement audit.
  • You will support an aggressive level of effort required as Marine Corps undergoes its 5th Full Financial Statement Audit and focus on key supporting documentation and substantive testing to support financial and non-financial business transactions.
  • You will act as MCICOM's government lead to plan and monitor efforts and complete remediation for its focus areas within two Directorates and among the Regional Commands.
  • You will coordinate these audits with special expertise due to their scope and complexity. Audit planning includes providing policies and processes to the Independent Public Accountant (IPA) and conducting entrance conferences.
  • You will oversee the internal control of the review of Process Cycle Narratives for the Command's business processes to determine the amount of substantive testing samples required.
  • You will ensure the testing phase account balances are supported by underlying documentation and analysis, to include the testing phases of existence testing and completeness testing.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.


Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 1 page.)

1. Expert knowledge of and highly skilled at translation of financial and property systems knowledge into actual application.

2. Ability to translate complex general and real property concepts into actionable recommendations for MCICOM implementation.

3. Ability to conduct inventory analysis and validation testing, conduct internal valuation testing on capital assets, review annual wall-to-wall inventory, and complete the initial placed-in-service date review and document the review for assets.

4. Expert knowledge of and experience in coordinating to include audit planning, providing policies and processes to the Independent Public Accountant (IPA), and conducting entrance conferences.

5. Expert knowledge of internal controls during the review of Process Cycle Narratives for business processes to determine the amount of substantive testing samples required.

6. Expert knowledge of and experience in ensuring the testing phase account balances are supported by underlying documentation and analysis.
