A Technical Financial Systems Administrator / Senior Financial Management System Analyst will support the Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Financial Business Operations strives to provide high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to the Veterans at the point-of-care as well as throughout all the points of the Veterans' health care in an effective, timely and compassionate manner. VA is the second largest employer of the Cabinet level Departments, employing over 340,000 employees. Its mission includes meeting the benefit, medical, and burial needs of the nation's Veterans, as well as acting as a backup to the Department of Defense (DoD), and a Federal Support Organization during national emergencies. VA operates networks that include over 1000+ healthcare facilities comprised of hospitals, clinics, nursing homes and domiciliary, 120 National Cemeteries, and 58 Regional Offices that administer compensation, pension, education, insurance and loan guaranty programs.We are looking for a resource that has experience working with the VA's Financial Management System (FMS). VA utilizes a customized version of American Management Systems (AMS) Federal Financial System (FFS) as its core Financial Management System (FMS). FMS records varying levels of financial information associated with the operations of the Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), National Cemetery Administration (NCA), and VA Staff Offices. FMS is used by approximately 5,000 VA fiscal employees. Much of the financial information in FMS is created in other systems during the day and sent to FMS via flat files which are picked up and processed by a batch cycle during the evening. This is 100 percent REMOTE!RESPONSIBILITIES:Analyze, and resolve identified FMS System issuesExternal and internal file builds for Virtual Storage Assess Method (VSAM)SAS reports and queriesMonitoring the production system job scheduling, output, backup and restore processesManaging software releasesDocumentation of any system changes or enhancements.Resolving any outbound and inbound interfaces issueEstablishing new FMS interfaces and system integration servicesUpdating FMS configuration settings including tables, systems, and networkMaintaining FMS data standards, methods and procedures related to conversionOptimizing FMS nightly batch processing to ensure it is running efficientlyProviding day-to-day technical knowledge on how to utilize the FMS SystemProviding support for remediation of audit finding to FMS, MinX and FRDWUpdate documentation using Oracle UPKSupport of the Annual Close process by:generating annual close requirementsIdentifying, tracking, and reporting annual close issues andRecommending and implementing annual close solutions through automated processesAssist VA with testing and CA-7 scheduling of batch processes in support of the annual closeQUALIFICATIONSRequired Skills and ExperienceA master's degree with 10 years' experience; or no degree and 20 years. Equivalent combination of education and experience will be considered.Federal financials or other government accounting experience, to include one of the following American Management Systems (AMS), Oracle Federal Financials, SAP or an equivalent Federal Financial System (FFS) accounting systemExperience performing month end and year end closing for a governmental entityAbility to obtain a Public Trust clearance per the VA customer requirementsDesired Skills and ExperienceExperience working with the VA, preferably on the FMS application is strongly preferredExperience with data integrity or data remediationExperience developing on a mainframe systemHaving some experience with the following programs or processes:IBM System z Job Control Language (JCL)IBM System z Time Sharing Option (TSO) and Interactive System Productivity Facility (ISPF)IBM System z Customer Information Control System (CICS)Common Business Oriented Language (COBOL)Data Extraction from mainframe VSAM filesSyncSortComputer Associates 7 (CA-7)Statistical Analysis System (SAS)HyperionInformatica Power CenterOracleUnix#GDITpriorityCOVID-19 Vaccination Requirement: To protect the health and safety of its employees and to comply with customer requirements, GDIT may require employees in certain positions to be fully vaccinated against COVID-19.
