Duties

The Branch Chief runs an OIA team that provides intelligence and research support to senior Treasury officials concerning cyber-enabled threats to the national security, foreign policy, or economy of the United States that can be impacted by Treasury authorities and actions.

The following are the duties of this position at the GS-15. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- The incumbent will oversee the branch's research and production program, and in planning, drafting, editing, and presenting intelligence assessments for senior leadership.
- The incumbent is responsible for strengthening the analytic quality and tradecraft of production, promoting team building, eliminating process inefficiencies, and ensuring the professional development of the branch by training and mentoring staff to strengthen their research, writing and analytical skills.
- Under the guidance of the Group Chief, the incumbent works with the Branch employees to analyze all relevant data to support Treasury policy and enforcement in the mission areas listed above.
- The incumbent assist the Group Chief in guiding the Branch's efforts to support other Treasury offices, including the Office of the Deputy Secretary, the Office of the Under Secretary for Terrorism and Financial Intelligence, Terrorist Financing and Financial Crimes, the Office of Foreign Assets Control, and the Financial Crimes Enforcement Network (FinCEN).

Pursuant to 50 USC § 3024 (v), and with concurrence and consultation with the Director of National Intelligence and the Director of the Office of Personnel Management, this position is being established in the excepted service as an element of the Intelligence Community within the Department of the Treasury.

    Qualifications

    You must meet the following requirements within 30 days of the closing date of this announcement.

    For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes demonstrated, professional experience in ONE of the following:
    -Supervising or otherwise managing the formulation of intelligence research and analytical products; OR
    -Supervising or otherwise managing the development of policies, reports, assessments, or memoranda on national security topics related to cyber, economics, finance, or terrorism topics.


    For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes demonstrated, professional experience in ONE of the following:
    -Formulating, or managing or coordinating the formulation of, intelligence research and analytical products; OR
    -Preparing, or managing or coordinating the preparation of policies, reports, assessments, or memoranda on national security topics related to Cyber, economics, finance, or terrorism topics.

    Time in Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
    For the GS-15, you must have been at the GS-14 level for 52 weeks.
    For the GS-14, you must have been at the GS-13 level for 52 weeks.

    CONDITIONS OF EMPLOYMENT:
    • A one year trial period may be required.
    • A one year supervisory or managerial probationary period may be required.
    • Must have, or be able to obtain and maintain, a Top Secret security clearance based on a Single Scope Background Investigation (SSBI).
    • Must be eligible for Sensitive Compartmented Information (SCI) access.
    • Must successfully complete a background investigation.
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
    • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
    • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
    • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9 . Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
