Duties

The individual selected for this position will:

Employee Recognition and Awards and Employee Engagement Programs
  • Exercises operational oversight and responsibility for the Architect's Awards programs, including the Agency's Honor Awards ceremony, service recognition and other special events to recognize the outstanding contributions and performance of AOC employees. Activities include award programs, developing and communicating policy, scheduling, writing citations, developing the brochure, following up with contractors, obtaining staff support, checking recipient names for errors, arranging for speakers, photography, award plaques and other forms of appreciation and many other complex functions.
  • Coordinates the activities of the AOC Awards Board and assists Board members as necessary. Develops awards policies and recommends new awards categories to recognize outstanding contributors and performers.
  • Assists in managing a variety of employee engagement activities and programs. Leads activities and objectives, identifies needs and resolves problem areas. Assists in planning and executing events to publicize and promote employee engagement.
  • Provides guidance to AOC jurisdictions, employees, supervisors and organizational components on AOC policies, procedures, including forms, deadlines, etc.

Employee Support Programs
  • Functions as the Family Medical Leave Act (FMLA) Program Coordinator.
  • Receives, technically reviews, makes eligibility determinations and processes employee requests to become leave recipients under the FMLA. Maintains and advertises the listing of approved FMLA and VLTP participants.
  • Receives and processes unemployment compensation information requests, verifies reason employee is no longer employed.
  • Recommends and develops draft program policies, proposals, guidance and resource materials for engagement programs for supervisors' approval.
  • Reviews, develops and participates in presentation of literature to determine appropriateness for use by AOC's employees. Works with communications on marketing material.
  • Coordinates the exit interview process for the agency. Ensures implementation of relevant policy, processes and procedures. Engages separating employees to conduct exit interviews. Generates reports and conducts regular analysis of exit interview data.
  • As necessary, may provide occasional administrative support to the Employee and Labor Relations Branch, including but not limited to the establishment of case files, pulling NFC screens, preparing close out files, making room reservations, assisting with copying exhibits for hearings, updating annual memorandums such as the adverse weather and use or lose annual leave memorandums and preparing SF-52s.

CDL Drug Testing and Other Human Resources Compliance Programs
  • Correlates policy direction to specific operating requirements and developing guidance for CDL Drug Testing policy, procedures, techniques and methods to a variety of work situations and various degrees or levels of controls.
  • Maintains the CDL Drug Testing database and ensure the SharePoint database is up-to-date and accurate. Ensures CDL testing is routed to the appropriate staff, followed up on and/or adjudicated in a timely manner.
  • Responds to problems or questions involving implementation of personnel CDL Drug Testing guidelines for inspecting new or established CDL Drug Testing programs or processes for adequacy, efficiency and need for improvement.
  • Assists in the development and implementation of other human resources compliance programs, i.e., COVID-19 drug testing, as directed.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-09 grade level must have at least 52 weeks of specialized experience equivalent to the GS-07 grade level.

Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the GS-09 grade level.

Specialized experience for this position includes:

GS-9
  • Experience with adhering to internal policies, procedures and guidance governing the administration of a variety programs.
  • Experience in assisting with the coordination of human resources programs or services.
  • Experience entering and tracking data utilizing various databases.

GS-11
  • Experience with assisting in the development of new human resources policies and/or revisions of existing policies and guidance governing the administration of a variety of programs.
  • Ability to provide assistance in managing and/or providing oversight for human resources programs as well as planning and execution of human resources activities and events.
  • Knowledgeable in administering and monitoring procedures to identify and resolve operational problems.

OR

Combination of Education and Experience:

Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels. The experience must have equipped you with the qualification to perform the duties of the position.

NOTE: Graduate Education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for positions at grades GS-9 and GS-11.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:

If using education to qualify, transcripts must be provided if selected.

GS-9:

A master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related.

GS-11:

Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.

NOTE: Graduate Education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Special Instructions for Foreign Education :

Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.

Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.

You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing if selected.
