Duties

The individual selected for this position will:

Workforce Planning Initiatives and Guidance
  • Administer the agency's position management program ensuring hiring practices are within position allocations and authorized funding. Employ established processes and position controls to maintain tracking and utilization of positions. Issue new position numbers.
  • Provide advice and guidance on a variety of core policies, procedures and issues to the Chief Human Capital Officer and Deputy Human Capital Officer that impacts the agency's workforce. Serve as the primary advisor on areas such as organizational alignment and structure, resource allocation, corporate planning, goals and special complex assignments.
  • Develop special studies, conduct analyses of management practices, human resources policies and organizational structures with the purpose of evaluating and improving the overall effectiveness of the agency's workforce management planning and human capital programs.
  • Determine data to be analyzed. Prepare statistical or narrative reports of findings with appropriate recommendations.
  • Perform workforce planning assessments to include retirement projections, retention rates, demographics, available labor pools and a variety of factors that affect succession planning, availability and retention of the agency's workforce.
  • Create, update and maintain organizational charts.
  • Serve as a liaison in conjunction with management officials in leading the design and development of new organizational structures or structuring of positions to address the needs of the organization.
  • Provide support in the design, development and implementation of workforce and succession planning communications and outreach strategies in facilitating collaborative efforts between HCMD and jurisdictions' management officials. Support human capital initiatives.

Data Analytics Projects and Program Reporting
  • Coordinate data and reporting and data request responses received from internal and external sources including Congressional Oversight.
  • Prepare position papers, reports or documents involving issues related to human capital and strategic planning
  • Participate in strategic planning with senior managers in developing HCMD annual performance goals and objectives.
  • Research emerging technology, trends and guidelines on data analytic platforms and data dissemination.
  • Work with the Dashboard Analytics Team to design, develop, test, deploy and maintain HCMD dashboards to maximize capabilities to expand reporting initiatives.

Special Projects and Liaison Activities
  • Provide advice on agency organizational, strategic changes and internal human capital business process improvements to improve the effectiveness of the agency's human resources operations and functions.
  • Perform a wide range of high-level and executive-level assignments, typically complex, sensitive and AOC-wide in scope.
  • Draft presentations, briefings, speeches, talking points for the CHCO and Deputy CHCO in preparation for discussions, meetings, conferences, town hall meetings or other events.

Human Resources Information Systems
  • Provide support to all HCMD branches in managing HRIS platforms and other application to maximize the most beneficial execution approaches related to implementation activities.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service.

Specialized experience for this position includes:
  • Experience with cross-functional communication efforts and their relationship in promoting the mission and overall objectives of the agency's workforce, strategic planning, work force planning and human capital programs.
  • Experience applying analytical and evaluative skills to determine the actions necessary to support a variety of organizational plans, programs, issues and human capital initiatives.
  • Experience with oral communication techniques sufficient to present findings, respond to requests, provide technical advice, deliver briefings, and provide recommendations.
  • Experience with written communication techniques to prepare executive briefings, managerial reports, project papers, policies and directives.
  • Experience reviewing and analyzing program data and preparing analytical statistical reports; gathering information, identifying, and analyzing issues/concerns, and developing recommendations to resolve problems.
  • Experience establishing and implementing metrics for measuring program and organizational performance, including data collection.
  • Ability to analyze findings, issues, or problems with widespread impact to programs and functions of the agency.
  • Experience planning and conducting a variety of comprehensive, complex and sensitive projects and studies.
  • Assessing program effectiveness or the improvement of program and management processes and systems or issues that affect critical aspects of programs.
  • Experience generating, designing or developing new programs, procedures or policies focused toward accomplishing the goals and objectives of the agency.


Education

Although, there is no education requirement for this position, a minimum of a bachelor's degree from an accredited college or university is desirable.
