Duties

As a Computer Scientist, he/she performs multiple, varying and complex assignments under the minimal direction of a manager. He/she leads a variety of projects for researching computational complexity and creating analyzing algorithms to explore data structures that lead to highly efficient combinatorial algorithms in the agency's software and database projects for radio frequency assignment management.

Applies experience and comprehensive knowledge of computer science principles of computer science methods and techniques to store, manipulate, transform, or present information by means of computer systems. Conducts Independent Operational Assessments (IOA) of complex computer architecture and software. Responsible for software requirements, design, development, testing, implementation, evaluation, maintenance, and monitoring on numerous key AJW-1500 servers and software tools used for Spectrum Management. Overseas beta testing of software builds and creates test scripts that ensure requirements defined by the FAA have been met. Reviews release notes to ensure they capture the fix actions contained in new software builds. Reviews contractor regression testing to ensure it provides adequate protection for existing functionality. Establishes and runs a Configuration Control Board (CCB) that maintains the accepted Software Problem Change Request (SPCR)s and software enhancements desired by the FAA.

As a project manager, determines and defines project scope and objectives. He/she is responsible for providing oversight of the annual software support contracts. Assigns resources needed to reach objectives and manages resources in an effective and efficient manner. Reviews budget based on the scope of work and resource requirements. Develops and manages a detailed project schedule and work plan. Evaluates existing systems for new requirements, deploying production and test environment updates, and maintaining operational databases. Provides project updates consistently to various stakeholders about strategy, adjustments, and progress. Manages contracts with vendors and suppliers by assigning tasks and communicating expected deliverables. Utilizes industry best practices, techniques, and standards throughout entire project execution. Monitors progress and makes adjustments as needed. Measures project performance to identify areas for improvement.

As a principal technical specialist, he/she reviews contract estimates, including proposed materials, and production costs to determine whether they seem reasonable and accurate. Assists Contract Officer Representative (COR) in writing contract letters, Statements of Work, and other communications and notices. Conducts regular meetings with key software contract personnel to assess progress on projects which are in motion and takes detailed notes to share with internal AJW-15 stakeholders. Utilizes knowledge of program management to ensure Statements of Work are properly enforced and met.

Applies knowledge and experience of cyber-security and the requirements of the agency for safeguarding network infrastructure in their oversight of software products maintained and managed through software contracts. Oversees research, testing, evaluation, and deployment of security procedures. Ensures the examination and assessment of security-related technologies, and resolves security issues and other data-related problems.

Qualifications

To qualify for this position you must possess both the basic requirement and specialized experience listed below.

Basic Requirement: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included 30 semester hours in a combination of mathematics, statistics and computer science. At least 15 of the 30 semester hours must have been in any combination of statistics and mathematics that included differential and integral calculus. Evaluation of Education: Applicants should have sufficient knowledge of statistics and mathematics, as well as other subjects, to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.

In addition to the basic qualifications, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I (FG/GS-13) in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
