  • You will serve as the Deputy Principle Assistant Program Manager for Refueling Complex Overhauls supporting a senior Naval Officer in the execution of the following duties:
  • You will be responsible for the application of the ship/systems acquisition processes, policies, regulations, principles and practices for all elements of program management.
  • You will lead the coordination of contract requirements for Chief of Naval Operation (CNO) Refueling Complex Overhaul (RCOH) availabilities.
  • You will plan and execute the development of program office responses to Navy, and Congressional and other inquiries concerning the Refueling Complex Overhaul (RCOH) program.
  • You will lead in executing and monitoring the application of over-arching policy and regulations while ensuring high-quality and actionable results.
  • You will be responsible for oversight of the management of cost, schedule, and performance toward the continuous improvement of the planning and execution of in-service Aircraft Carrier Refueling Complex Overhaul (RCOH) availability.
  • You will review and approve internal and external correspondence pertaining to the Aircraft Carrier Refueling Complex Overhaul (RCOH) program.
  • You will ensure accountability of program management through the phases of system acquisition and sustainment, as applicable while ensuring effective defense systems are delivered to the warfighter.
  • You will be planning, programming, mission relevance, command priorities and operational concepts and execution of the Navy's mission and the assigned program's place in executing the mission.
  • You will collaborate with internal and external organizations to resolve technical issues and scheduling matters concerning In-Service Aircraft Carrier Chief of Naval Operation (CNO) Refueling Complex Overhaul (RCOH) availability.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field A (Program Management) Level III. Certification is required within 24 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Per E.O. 14043, selectee(s) must be fully vaccinated for COVID-19 by date of employment except in limited circumstances where an exemption is approved due to a disability or sincerely held religious beliefs.


Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading the design, development and acquisition of the life cycle strategies for support and modernization of an aircraft carriers program.
