Duties

As a Telecommunications Specialist, you will:
  • Manage telecommunications network capabilities and techniques for projects which are DOE-wide in scope that require large amounts of resources and support vital business functions of the Department.
  • Serves as an expert authority on national and international frequency spectrum management policy for DOE nationwide by staying abreast of Public Laws, U.S. Code, Executive Orders, Federal regulations, national policies and initiatives, and international Radio Regulations and treaty developments that affect the Department.
  • Serves as a principal telecommunications advisor and expert radio frequency spectrum authority and provides advice and guidance in support of the DOE nationwide spectrum-dependent infrastructure.
  • Participate in conferences, meetings, hearings, or presentations involving problems or issues of considerable consequence or importance.
  • Advise the Chief Information Officer (CIO) and partners about innovative solutions; to advance the mission of the Department; and support activities such as IT modernization, governance, policy, transformation and management initiatives.
  • Manages the business process for DOE radio frequency authorizations, and develops DOE positions for influencing national procedure, policy, and regulation, Presidential initiatives, Congressional legislation, international treaties, and industry corporate policy for the purposes of protecting the Department's major investment in spectrum-dependent assets, in balance with the best interests of the nation and international treaty administrations.

  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
  • Occasional travel may be required.
  • This position is included within a bargaining unit.

Qualifications

GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS : A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as:
  • Responsibility for administration and management of program activities and responsible for the management of program activities and representation on interagency forums that coordinate and assign radio frequency authorizations.
  • Coordination of radio communication system requirements.
  • Develop recommendations on U.S. positions for State Department-directed negotiations of bilateral treaty agreements with Canada and Mexico, or for U.S. delegations to the United Nations International Telecommunications Union (ITU), World Radio -Conference (WRC).
GS-14 SPECIALIZED EXPERIENCE REQUIREMENTS : A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as:
  • Providing expert consultation for frequency use in telecommunications systems, applying standards, and methods sufficient to complete telecommunications projects and assignments governed by the office CIO.
  • Integration of spectrum-dependent programs and services, and develop solutions to integration/interoperability issues.
  • Develop recommendations on U.S. positions for State Department-directed negotiations of bilateral treaty agreements with Canada and Mexico, or for U.S. delegations to the United Nations International Telecommunications Union (ITU), World Radio Conference (WRC).

The OPM Group Qualification Standard for this position is: General Schedule Qualification Standards (opm.gov) .
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent by the closing date of this announcement to receive consideration.

Once onboard, you will then be required to provide proof of vaccination in DOE's MyEnergy system and certify the documentation you provide is true and correct under penalty of perjury. Providing a knowing and willful false statement on either DOE's COVID-19 Vaccination Form prior to starting or when providing proof of vaccination in DOE's MyEnergy system once onboard is punishable by fine and/or imprisonment (18 U.S.C. 1001) and will result in termination from Federal service.

Education

There is no substitution of education for experience at the GS-13/14 level.
