Duties

  • You will serve as senior technical advisor to the MI Division Director to define the organization?s data strategy, governance framework, and policy.
  • You will ensure total force data holdings are governed, managed and compliant with all applicable law, policy, regulation and industry best practices.
  • You will conduct highly technical examinations, analysis, and modeling of current data structures and access strategies to validate alignment with business practices and industry best practice.
  • You will provide technical solutions to resolve any misalignments.
  • You will develop, review, and update security plans to ensure the confidentiality, integrity, and availability of the organization?s data and database structures.
  • You will coordinate with other divisions on the analysis, modeling, and integration of Artificial Intelligence/Machine Learning of the total force data.
  • You will strong background in SQL and NoSQL database structure, query, analysis, and presentation.
  • You will works with end users to establish and enforce database standards, procedures, and guidelines that drive enterprise transformation to deliver data capabilities.
  • You will exercises authority and control (e.g. ? design, planning, monitoring, enforcement and audit) over the management of data assets.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.


Qualifications

Your resume must demonstrate you have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Analyzes, designs, and implements enterprise-wide IT solutions (e.g. applications, platforms, security) that align with the organization's structure, goals, and systems.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Provides technical support to IT personnel and users throughout USMC engaged in the development and implementation of the systems and subsystems required to meet the data processing needs of USMC.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Advises officials and researchers regarding intellectual property rights and protection regarding the rights and interests of the Federal Government.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Identifies data shortfalls and proposes technological solutions to overcome data infidelity concerns.

In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector defining organization technology strategy and framework, advising on intellectual property rights, and overseeing staff and project management.

  • DASCA Big Data Analyst
  • IAT III
  • 5-10 years in a senior-level data management role
  • Management experience
