Duties

As the Museum Business Advisor, you will:
  • Anticipates staffing needs, and coordinates recruiting, hiring, promotions and staff status changes with the Collections, Exhibitions and Programs Officer and the Treasurer and Personnel offices.
  • Reviews requests for personnel actions initiated within the division; ensures associated paperwork accompanies requests; makes recommendations to the Collections, Exhibitions and Programs Officer in approving personnel actions and carries out the administration of personnel actions upon approval by Collections, Exhibitions and Programs Officer.
  • Works with members of the Personnel Office to facilitate action or resolve any personnel management matters initiated by Collections, Exhibitions and Programs Officer.
  • Manages budget and financial operations with the Collections, Exhibitions and Programs Officer.
  • Oversees operations of the department and monitors operations of the division, providing analysis, evaluation, planning, direction, information, and decisions in the areas of budget, finance, facilities, organization, personnel, and administrative systems.
  • Schedules and maintains Collections, Exhibitions and Programs Officer's calendar of meetings and appointments and ensures that relevant meeting materials are provided to Collections, Exhibitions and Programs Officer in advance. Serves as primary contact point for Collections, Exhibitions and Programs Officer with managers and staff both inside and outside the National Gallery.
  • Composes emails and other correspondence related to Collections, Exhibitions, and Programs information to National Gallery staff, outside museum personnel, members of other organizations, and the general public for the Collections, Exhibitions and Programs Officer signature, or own signature on behalf of the Collections, Exhibitions and Programs Officer. Uses independent judgment as to when to involve Collections, Exhibitions and Programs Officer.
  • Facilitates communication among Collections, Exhibitions and Programs Officer, P Department Heads, and division staff about departmental schedules, matters and events. Stays informed of operations, staff schedules, meetings and plans, division and National Gallery events; communicates information to and gathers information from staff as needed and pertinent.
  • Advises, informs and assists all division staff in P on National Gallery policies, procedures, issues, and their impact on operations.
  • Proposes, organizes and participates in meetings with division staff and other National Gallery staff as needed to accomplish goals and responsibilities.
  • Researches, analyzes, evaluates, plans, organizes and implements procedures to ensure efficiency and timeliness in the administrative operations of the department. Creates and maintains procedures manual for P Division.
  • Serves as timekeeper for P using the National Gallery's online time and attendance system, WebTA. Oversees divisional staff's correct and timely use of WebTA, through the system designation as Master Supervisor to ensure correct and timely completion of all time sheets. Consults with payroll and general accounting offices as necessary.
  • Arranges and manages business travel, expense reporting, and reimbursements for Collections, Exhibitions and Programs Officer. Maintains close contact with Collections, Exhibitions and Programs Officer while out of the office on official business or leave, apprising the Collections, Exhibitions and Programs Officer of department/division activities and exercising judgment as to which matters require immediate attention. As needed, assists with travel arrangements for staff from other institutions traveling to Washington at the request of the Collections, Exhibitions and Programs Officer.
  • Serves on or coordinates working groups to address division-wide issues or National Gallery-wide issues that have a significant impact on the operations of the P Division.

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for the GS-1001-11. A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is at least one year of experience (combined), equivalent in responsibility to the GS-9 grade level in the Federal service, providing management support and analysis to the P/XO across a variety of topics and functions, including but not limited to financial management, corporate business management, management analysis, human resources, human capital planning, information technology services, and administrative services.

  • Comprehensive knowledge of management and organizational principles and practices along with a comprehensive knowledge of planning, programming, and budget regulations, guidelines and process; and thorough knowledge of the National Gallery's planning, acquisition and management processes sufficient to prepare long-and short-range financial planning guidance in accordance with broad National Gallery program policies and objectives.
  • Knowledge of and ability to apply analytical and diagnostic techniques and qualitative and quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR, financial, budgetary and administrative interventions to resolve complex, interrelated problems and issues.
  • Comprehensive knowledge of and demonstrated skill in using administrative procedures, management concepts and principles, management information systems, office automation systems and processes, and computer applications sufficient to perform assigned duties.
