Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Employ a mastery of project management principles processes and procedures to work through the project management processes to initiate, plan, execute, monitor, control and close projects.
- Initiate, plan, define, verify, and control the scope of the project to ensure that all the work required, is performed to successfully complete the project.
- Ensure timely and appropriate generation, collection, and dissemination of project information which consists of communications planning, distribution, and performance reporting.
- Work with Program Manager (PgM) and the Requirements Management Division (IR) to determine the requirements for each project and assists in developing an acquisition plan with the Contracting Officer's Representative (COR) and/or Contracting Officer (CO).

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.   • Must successfully complete a background investigation.

  • Qualifications

    You must meet the following requirements within 30 days of the closing date of this announcement.

    To be qualified for this position at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level or equivalent. Specialized experience for this position is experience that has equipped you with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience for this position is defined as:
    - Planning, coordinating, and monitoring information technology projects and meeting deadlines.; AND
    - Leading a team on projects or tasks; AND
    - Experience in or ability to brief and give presentation to management and other stakeholders in the areas of IT Project Management, systems analysis, and applications software.; AND
    - Leading project management techniques, such as; agile waterfall, project coordination, project execution, project communication/reporting, and teaching project management techniques.

    To be qualified for this position at the GS-11 level, you must have at least one year of specialized experience equivalent to the GS-09 level or equivalent. Specialized experience for this position is experience that has equipped you with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience for this position is defined as:
    - Planning, coordinating, and monitoring information technology projects and meeting deadlines.; AND
    - Leading a team on projects or tasks.; AND
    - Experience in or ability to brief and give presentation to management and other stakeholders in the areas of IT Project Management, systems analysis, and applications software.
    OR
    Ph.D. or equivalent doctoral degree.
    OR
    3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.

    To be qualified for this position at the GS-09 level, you must have at least one year of specialized experience equivalent to the GS-07 level or equivalent. Specialized experience for this position is experience that has equipped you with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience for this position is defined as:
    - Planning, coordinating, and monitoring information technology tasks and meeting deadlines.; AND
    - Leading a team on projects or tasks; AND
    - Experience in or ability to brief and give presentation.
    OR
    Masters Degree or equivalent graduate degree.
    OR
    2 Full years of progressively higher level graduate education leading to a Masters Degree or equivalent graduate degree.

    For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
    1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
    For the GS-12, you must have been at the GS-11level for 52 weeks.
    For the GS-11, you must have been at the GS-09level for 52 weeks.
    For the GS-09, you must have been at the GS-07level for 52 weeks.
