Duties

  • You will analyze project requirements to sequence engineering operations.
  • You will manage contractor support (e.g., scope, task order negotiations, acceptance of work, certification of payment) ascertain that project requirements are being met.
  • You will collaborate with managers and decision makers to solve discrepancies impacting project operations.
  • You will anticipate risks or problems in engineering proposals to develop solutions or mitigation strategies.
  • You will evaluate technical data (e.g., materials, equipment, shop drawings, proposals for contract modification) to recommend approval or rejection of submission or proposals.
  • You will write technical documents to recommend resolution of construction and contractual matters.
  • You will Act as Departmental Accountable Official (DAO) to verify to the contract specialist that contract technical requirements have been met before processing payment.
  • You will coordinate work of technical division engineers and quality assurance specialists to ensure that all contract technical and performance requirements are met before crane fabrication.
  • You will conduct meetings with contractors to explain contract requirements or discuss technical solutions to crane design and installation issues in-person and using phone conferences.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field -Facilities Engineering- Level III Certification is required within 24 months of appointment.
  • This position will require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position has a selective placement factor that will be used to screen out ineligible candidates. GS-13 applicants must have a current registration as a Professional Engineer (PE) in any state, District of Columbia, Guam or Puerto Rico
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.


Qualifications

GS-12
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Identify performance requirements for weight handling equipment to meet supported command operational needs; 2) Coordinate weight handling equipment acquisition project execution to meet schedule and funding targets; 3) Plan and monitor project fund expenditure to meet detailed estimates and provided reimbursable funds; 4) Investigate project controversies and produce recommended negotiation positions for contract modifications based on identified field conditions; and 5) Act as Contracting Officer's Representative (COR) to ensure contract technical and administrative requirements are met before contract closeout.

In addition to the Selective Placement Factor (PE registration), your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Identify performance requirements for weight handling equipment to meet supported command operational needs; 2) Coordinate weight handling equipment acquisition project execution to meet schedule and funding targets; 3) Plan and monitor project fund expenditure to meet detailed estimates and provided reimbursable funds; 4) Investigate project controversies and produce recommended negotiation positions for contract modifications based on identified field conditions; 5) Prepare detailed cost estimates for weight handling equipment and reimbursable support in Excel using appropriate cost estimation models to justify requests for project funds; and 6) Participate on source selection boards and prepare source selection reports to support selection of weight handling equipment contractors.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Physical Demands: The work is mostly sedentary, with some walking, bending, and climbing required during field inspections of Weight Handling Equipment (WHE) or proposed erection sites. You must be able and willing to climb to heights of 200 feet on cranes, crane booms to conduct inspections. Significant bending, reaching and climbing to elevated locations by vertical ladders is required for site activities. Duties also require ability to crawl, stoop and occasionally work in cramped spaces.
Work Environment: Work is performed primarily in an office setting. There is frequent exposure to fabrication shops, waterfront facilities, and building/facilities; both indoor in climate controlled conditions and outdoor in high and low temperature extremes, rain, wind, and other inclement conditions.

Scheduled and unscheduled overtime is an occasional requirement of this position.
