Duties

  • Serves as the Lead over a diverse team of engineers and scientists working on state of the art mission and customer funded projects in the area of next generation ground-based multi-function radar systems to enhance warfighter capabilities.
  • Prepares, plans, and takes action to integrate new technology into efficient, functional, and field-able equipment.
  • Manages and implements programs/projects and assigns work to employees based on priorities jointly established with the supervisor.
  • Recognizes and recommends solutions to solve programmatic problems.
  • Prepares correspondence and establishes project files.
  • Keeps management and stakeholders informed of projects and their progress.
  • Prepares and gives briefings. Actively participates in reviews.
  • Demonstrates initiative on project assignments and actively identifies new business areas.
  • Support their team/project members in the execution of tasks
  • Ensure that the organization's/project's strategic plan, mission, vision and values are communicated into the team/project plans, products and services
  • Foster a positive work environment among team members and the branch/division
  • Lead the team to achieve project objectives and coordinate/balance workload among team/project personnel.
  • Inform the supervisor of team/project/individual work accomplishments, problems, training needs and performance management issues/problems.
  • Resolve simple informal complaints and refers more serious issues to the supervisor.
  • Advise, counsel and instruct team members on technical work matters, provides on-the-job training and recommend training courses and other development opportunities to meet employee and unit needs
  • Review the work of team members for technical quality and provides input to performance evaluations
  • Acquire and demonstrate knowledge in radar and RF sensing systems, focusing on signal/data processing, integration of Radar systems with weapon and targeting subsystems, and general systems engineering principles and processes.
  • Gain and maintain understanding of advanced Multi-function (Comm, EW, Radar) FIRES Radar Systems.
  • Gain and maintain understanding of modern systems engineering approaches such as Model Based Systems Engineering, Modular Open Systems Architectures (hardware and software) and Digital Engineering.
  • Provide technical direction to team members.

  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent must pass urinalysis testing, as required prior to appointment and periodically thereafter.
  • This is an Army Acquisition, Technology, and Logistics Workforce position, Senior Level III certification in Engineering is required within 24 months of employment.
  • Three year probationary period may be required under the demonstration project for the Engineers and Scientists Occupational Family unless the appointee has previously met the requirements as described in 5 CFR Part 315.


Qualifications

This position is being filled under the Direct Hire Authority (DHA) for Defense STRL Positions authorized by section 1108, NDAA for FY 2009 and section 1107, NDAA for FY 2014.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DB-02 pay band (GS-11 level or equivalent) in the Federal Service which includes four or more of the following:
  • Designing or implementing modern RF systems for radar, communication and/or electronic warfare.
  • Implementation of modern systems engineering approaches such as Model Based Systems Engineering, Modular Open Systems Architectures (hardware and software) and Digital Engineering.
  • Developing, implementing and/or validating complex environmental and threat models.
  • Modeling and simulation of RF devices.
  • Using statistics and probability theory to support data and hardware performance analysis.
  • Leading complex applied research and advanced technology development projects.
  • Identifying courses of action to solve technical and strategic problems.
  • Presenting briefings at the Division (or O5/O6) and senior leader (SES) or General Officer.

  • Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

    In addition to meeting the qualification requirements above, to qualify for this position you must also meet the basic requirements listed below:

    Basic Education Requirement for Engineering:

    A. Degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); "OR" (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

    B. Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

    1. Professional registration or licensure - Current registration as an Engineer Intern (El), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Ri co. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

    2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.

    3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.

    4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

    Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. (You MUST submit a copy of your transcripts along with a letter of reference stating that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. The letter must be signed by the engineer who provided the professional engineer supervision. It must also include their name, phone number, and list their engineer credentials such as engineer education or professional certificates).
