Duties

  • Act on a variety of classification programs including Fair Labor Standards Act (FLSA), Hazard Pay, draft new classification standards and competitive level descriptions.
  • Utilize expert level of knowledge and skill in applying the full range of HR methods, principles, practices and evaluative methodologies sufficient to advise on and/or resolve operational problems.
  • Explain the standards, classification decisions, impact of designated duties on classification, and complaint and appeal procedures to employees, supervisors, and operating officials or managers.
  • Determines the correct classification by comparison to existing standards related to the work, and prepares necessary evaluation statements.
  • Provide written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of CHRA findings and recommendations.

In order to qualify, you must meet the experience/education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-12:
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Classifying positions to include drafting position evaluations and applying new classification standards. Provide position management, including advising on the most efficient organizational structure. Process realignments, review FLSA determinations and selecting competitive level code determinations. Perform classification appeals, desk and classification audits. Assess accretion requests and review classification quality control.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
