    Conditions of Employment

    • Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).

    • All new DCIPS employees are required to complete a two-year DCIPS trial period.
    • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam.

    • This is a Testing Designated Position. Illegal drug presents a mission threat. Incumbent must refrain from illegal drug use and submit to urinalysis testing. May be selected for random, reasonable suspicion, safety mishap, or accident drug testing.
    • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
    • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.

    Qualifications

    This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

    NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below:

    BASIC REQUIREMENT:
    Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

    Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS.

    Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    Specialized Experience for GS-7 (or equivalent) and Above: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.

    EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of and skill in applying CIO/RM/C4 concepts and facilitating technologies and tools to lead and facilitate strategic planning for the evolutionary development of a secure C4 infrastructure. Note: Creditable experience may include previous military experience, experience gained in the private Sector, or experience gained in another government agency..

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Knowledge of and skill in applying CIO/RM/C4 concepts and facilitating technologies and tools to lead and facilitate strategic planning for the evolutionary development of a secure C4 infrastructure.

    2. Ability to apply broad knowledge of the cyberspace functional roles and responsibilities of DOD, Intelligence Community (IC) and other cyberspace program participants to lead collaborative action CIO/RM/C4 policy and enterprise-level strategic planning efforts.

    3. Knowledge of and skill in applying structured processes relevant to DOD CIO/RM/C4 policy development and strategic planning.

    4. Ability to perform and lead broad-based assessments of emerging information technologies, design concepts and hardware/software products to make recommendations regarding selection/exploitation to address unmet operational requirements.

    5. Ability to plan and manage coordinate fact-finding and analytical projects requiring collaboration with and the cooperation of various internal components and external organizations.

    6. Ability to document and convey/justify the CIO/RM/C4 strategic plans objectives of a large, complex organization.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
