Duties

As a Financial Management Specialist, you will perform the following duties:

-Perform full range of accounting functions in support of organization's accounts payable, accounts receivable, IPACs, and grant disbursements including examining supporting documentation for completeness to process accounting data;
-Examine and analyze accounting transactions to ensure accuracy, effective internal controls, compliance with regulatory requirements and ensure a proper audit trail is maintained;
-Enter and record financial information into the computerized accounting system, process accounting data for an organization, and record and classify transactions.
-Perform analysis and reconciliation of day-to-day transactions related to contracts, loans, reimbursable agreements, grant awards, purchase orders, invoices, and other documents;
-Prepare reports, schedules, and reconciliations for a variety of accounting information
-Carry out analytical assignments; examine accounting problems, formulate solutions through research, analysis, reconciliation, or other appropriate action, and make sound recommendations;
-Provide a service-oriented response to all customer communications in a timely manner.

IDEAL CANDIDATE STATEMENT: The Department of Commerce is looking for motivated, and self-reliant professionals with excellent analytical and communication skills, both written and oral. The ideal candidate dives right into complex tasks and does whatever is needed to develop a sound solution. Strong quantitative skills are highly desirable, along with good team working skills. This individual may be required to take a lead status on various projects, and show initiative to design and explain innovative methods for accomplishing data collections and analyzing information.

NOTE: Duties are at the full performance level of the ZA-3. The ZA-2 is developmental leading up to such performance.
  • As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency, if after November 22. The agency will provide additional information regarding what information or documentation will be needed and how you can request of the agency a legally required exception from this requirement.
  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.

This position requires a Low Risk Security Clearance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZA-2 is equivalent to the GS-07/09 grade levels; however, this position is only being advertised equivalent to the GS-09 grade level.

The ZA-3 is equivalent to the GS-11/12 grade level.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZA-2 or GS-09 level:

SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-07 in the Federal service. Specialized experience MUST include all of the following:
  • Providing financial customer service support to leadership;
  • Developing, modifying and/or integrating financial data; and
  • Ensuring the validity, accuracy and integrity of accounting data.

-OR-

SUBSTITUTION OF EDUCATION: A Master's or equivalent graduate degree, or two years of graduate education leading to such a degree in a related field.

-OR-

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of related graduate level education and specialized experience. Note: Only graduate education in excess of one year is qualifying for combination.

To qualify at the ZA-3 or GS-11 level:

SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:
  • Providing financial customer services support to leadership including analysis, evaluation, and interpretation of financial data;
  • Developing, modifying and/or integrating financial data;
  • Accessing and implementing systems and internal control processes to enhance the validity, accuracy and integrity of finance processes; and
  • Developing options and strategies for the resolutions of a variety of accounting, financial, and reporting issues and problems.

SUBSTITUTION OF EDUCATION: A Ph.D. or equivalent graduate degree, or three years of graduate education leading to such a degree in a related field.

-OR-

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of related graduate level education and specialized experience. Note: Only graduate education in excess of two years is qualifying for combination.

There is no positive education requirement for this position.

CTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.
