Duties

  • You will lead and supervise a team of seven attorneys and one paralegal.
  • You will counsel clients on the full range of Command Support topics and represent the Command in litigation before the EEOC and MSPB.
  • You will provide legal advice to Senior Leadership on applicable statutes, regulations, and policy guidance.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.


Qualifications

To be selected for the position, applicants must have at least five and a half years of relevant legal experience in one or more of these practice areas: acquisition law; fiscal law, and ethics. Applicants will be evaluated on: 1) the extent of their professional legal experience in civilian personnel and acquisition law, with an emphasis on civilian personnel law; 2) the ability to lead, supervise, and manage attorneys and administrative support personnel; 3) analytical, research, and writing skills; and 4) oral communication and interpersonal skills, including the ability to establish relationships, to work effectively with senior military and civilian clients, and to work as part of a team. Familiarity with NAVAIR, the Department of the Navy ("DON"), and DON OGC is not required but is also desirable. Finally, applicants with a record of making significant contributions to the advancement of the DON OGC or equivalent Office of the General Counsel or, Law Firm/Office beyond the day-to-day legal practice are desired.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Incumbent must have graduated from a law school that is accredited by the American Bar Association, must be an active member in good standing of the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court, of good character; and in full compliance with continuing legal education requirements of an appropriate bar. The incumbent must maintain this professional qualification at all times as a condition of employment.

This position is eligible for ad-hoc telework at the discretion of management.
