Duties

The employee serves as a Team Leader, responsible for planning, advising upon, and leading a series of projects in support of the branch chief and division management to secure decisions on major work issues.

The incumbent will:
  • Facilitate the implementation of NSF program purposes by advising and assisting NSF program managers in selecting the most effective methods of generating proposals and methods, techniques, and instruments for implementing widely differing types of proposed projects or activities, including, but not limited to, grants, contracts, cooperative agreements, interagency agreements, and Memoranda of Understanding.
  • Conduct the evaluation of a wide range of awardee institutions' business, financial, management and administrative policies and practices to determine whether the institutions possess the financial, management and administrative capabilities to carry out projects and the terms of contemplated awards.
  • Oversee the management of various types of grants and agreements for a wide diverse group of rapidly changing unique objectives, which many times require frequent contact with the senior program and management officials of the Foundation, commercial and non-profit organizations, private and public academic institutions and other Federal agencies, obligates NSF funds in the form of grants, cooperative agreements, and fellowships with an unlimited dollar value.

Some Lead tasks include:
  • Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion;
  • Leads the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product;
  • Prepares reports and maintain records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation, and communication of work-related information to the supervisor;
  • Reports to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs; and
  • Intercedes with the supervisor on behalf of the team to inform the supervisor of performance management issues/problems and to recommend/request related actions, such as: assignments, reassignments, promotions, tour of duty changes, peer reviews and performance appraisals.

You will receive credit for all qualifying experience, including volunteer experience

You must meet eligibility and qualification requirements within 30 days of the closing date.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 level in Federal service. Examples of specialized experience include: working knowledge of various assistance mechanisms, techniques, and procedures from fundamental to complex grants, cooperative agreements, interagency agreements, other agreements, and Memoranda of Understanding; knowledge of procurement policies and requirements applicable to sub-awards.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
