Duties

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

As a Senior Public Health Analyst, you are responsible for planning, formulating, analyzing, evaluating and/or implementing program policies for domestic or international public health workforce development programs in geriatrics.

Your major duties and responsibilities include:
  • Serving as a geriatrics expert in the Medical Training and Geriatrics Branch in the Division of Medicine and Dentistry whose primary role will be to perform professional health care and geriatrics workforce program development work, leading and developing geriatrics workforce development programing.
  • Providing expert-quality formal and informal reports that address vital issues, studies and analytical approaches, expert-level findings, and cogent, substantive recommendations that are primarily used as the basis for key executive-level management decisions in geriatrics.
  • Researches and evaluates key public health policies in geriatrics that are central to the bureau's or agency's mission.
  • Serving as a leading authority in geriatrics and integrating knowledge and experience of geriatrics public health programs and policies to provide guidance on cross cutting procedural and policy issues to other components of the agency and other governmental agencies.

QUALIFICATION REQUIREMENTS:
Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:
1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
3. Knowledge of a specialized public health program.
4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

In addition to the above five Public Health competencies, in order to qualify for this GS-14 position, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

MINIMUM QUALIFICATION REQUIREMENTS are defined as qualifications that an applicant must possess, at a minimum, to be eligible to participate in an assessment for hire or promotion under the competitive system, e.g., education, experience, and/or other requirements (e.g., licensure). Applicants who do not meet the minimum qualification requirements for the position receive no further consideration.

Examples of the minimum qualifying experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis:
  • Providing leadership in planning, coordinating, monitoring, and evaluating programs that focus on geriatrics public health education and training;
AND
  • Serving as a primary advisor/consultant on issues related to the geriatrics public health programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

GERIATRIC PUBLIC HEALTH PROGRAMS AND POLICY ANALYSIS - Analyzes, interprets and explains the health impacts of programs, policies, proposals, and legislation specific to geriatric health to address emerging health care issues, barriers to care, and capacity building in geriatric health services.

PUBLIC HEALTH WORKFORCE AND HEALTH DELIVERY SYSTEMS - Knowledge of principles, practices, & methods of administering public health programs to provide advice & technical assistance on improving health care education services, health care workforce development, & health care delivery systems.

SCIENTIFIC WRITING - Prepares written documentation to transfer scientific information about concepts, situations, products, services, or results to audiences with varying levels of scientific knowledge.

RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
