MINIMUM QUALIFICATIONS

Education
  • Graduation from an accredited college or university with a Bachelor's degree in Electrical Engineering.
    • In lieu of a Bachelor's Degree, a High School Diploma/GED and 4 years of experience in directing, managing and administering large electrical engineering and construction programs in an operational environment .

Experience
  • A minimum of seven (7) years of extensive, progressively more responsible experience in directing, managing and administering large train control or communications engineering and construction programs in an operational environment

  • In accordance with the Washington Metropolitan Area Transit Authority's Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

SUMMARY

The Electrical Construction Engineer will be assigned to construction projects to provide expertise and assist in the management of activities encompassing the planning, technical direction, administration and construction of assigned rehabilitation projects/programs on the Metro system.

ESSENTIAL FUNCTIONS
  • Administers assigned Electrical Construction contracts and ensures that construction of assigned contracts are accomplished in accordance with Authority plans and specifications through frequent site inspections. Perform substantial completion and final inspections of completed work.
  • Represents the Project Manager for specifically designated Rail and Bus projects with the responsibility to ensure that facilities and systems are constructed within schedule and thoroughly coordinated with operational departments to ensure limited impact on revenue operations.
  • Reviews electrical plans and specifications for constructability purposes; advises various WMATA offices and consultants of required design changes, as applicable. Reviews the inspection procedures for conformance with established procedures. Reviews and recommends approval of requests for payment from contractors and others for work in place.
  • Ensures contract documentation is ready for issuing advance notice and advertisement. Coordinates availability of Real Estate (if necessary) and documentation from Procurement (PRMT) to allow issuance of Notice to Proceed.
  • Supports and assists the Authority's Safety Engineer in the enforcement of safety compliance on contracts assigned.
  • Reviews, with assigned negotiator, contractor proposals and establishes Authority's pre-negotiation position and participates in negotiation of contract modifications, as appropriate. Recommends acceptance or rejection of negotiated settlements as appropriate. Actively participates as required in effecting timely and equitable closeout of assigned contracts.
  • Provides Electrical Engineering technical expertise, as appropriate, in the preparation of final decisions of the Contracting Officer.
  • Prepares progress reports and recommendations to the Project Manager and department leadership teams on the status of assigned projects. Evaluates design and construction problems during the construction period, developing alternative courses of action, determining and implementing the best solution.
  • Testifies in support of the General Counsel (COUN) before courts of law on cases of disputes on Electrical Engineering construction contractual matters.
  • Participates in the review of correspondences to the Contracting Officer, Department Head and General Manager related to assigned contracts and prepares response; provides technical assistance and recommendations in administering change orders and processing claims.
  • Coordinates Electrical Engineering construction progress and interface matters with other offices within the Authority, private organizations and governmental agencies. Maintains public relations contact with citizens and community organizations related to construction activities.
  • Prepares MEADS (or current equivalent) to secure Board approval to advertise construction contracts. Prepares necessary briefing papers for the Department Head's use before the Board of Directors in justifying MEADS (or current equivalent), including MEADS (or current equivalent) for contract awards and PRMT-negotiated modifications.
  • Develops and maintains contact with contractors in area of general responsibility to promote interest in bidding on Authority projects, thereby enhancing the competitive bidding process and the ability to obtain the best prices possible on construction and construction-related contracts.
