Situated within the Office of Innovation, our Strategic Planning Unit seeks to hire a highly motivated and energetic performance management professional to lead our department-wide process improvement, performance management, and reaccreditation initiatives. In the rapidly changing landscape of public health, this unit plays an integral role in guiding the development of the department's strategic vision and supporting division and program implementation of strategic goals and objectives. The Public Health Analyst:

  • Provides leadership, planning, management, and coordination of complex projects and major initiatives across the Fairfax County Health Department, including in quality improvement, program performance management, local public health department reaccreditation, strategic planning and implementation, and other special projects, as assigned.
  • Manages the department-wide quality improvement initiative to assess and enhance the efficiency and effectiveness of service delivery for programs across the department.
  • Collaborates with program managers and coordinators on all aspects of program performance management, including the development of program performance plans, performance measures, data collection tools, and the analysis of results to ensure programs are achieving intended outcomes.
  • Leads, plans, and manages all aspects of department-wide local public health department accreditation activities, providing education, technical advice and expert guidance on reaccreditation standards to ensure departmental policies, procedures, and practices are in alignment with national best practices.
  • Establishes and maintains effective working relationships with internal and external stakeholders to foster collaboration and facilitate consensus in decision-making among individuals with diverse interests.
  • Develops and monitors project plans to include activities, milestones, timelines, and metrics to drive the plan to fruition.
  • Writes, prepares and contributes to complex documents and reports.
Note: The functional areas of this position are: process improvementand project management.

Health Department positions are designated as emergency responders in the event of a public health crisis. As a public health emergency responder, this position may be reassigned to provide support based on the emergency response service needs. The temporary reassignment may require employees to function in a role outside of the typical job duties. The emergency response may also require employees to work alternative work schedules to include weekend and evenings.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience with in the functional area.

CERTIFICATES AND LICENSES REQUIRED:
Driver's license
Cardiopulmonary Resuscitation - CPR (Required within 60 days)
AED (Required within 60 days)

PREFERRED QUALIFICATIONS:
  • Master's degree in public health, public administration, social work or a related field
  • Progressive technical and management responsibility in the field of public health and/or human services
  • Demonstrated success in leading multidisciplinary or cross-divisional teams
  • Experience effectively planning and managing multifaceted projects or major initiatives
  • Ability to collect, analyze, and synthesize information from multiple sources to write and edit plans, reports, and other documents with high attention to detail
  • Knowledge and application of the principles of program evaluation, performance measurement, quality improvement, and/or business process analysis/redesign
  • Leadership and management of a department or program accreditation process
  • Exceptional oral and written communication skills including for public speaking and group training
  • Significant expertise in using MS Office word processing, spreadsheet, and presentation software to prepare documents and analyze and present data and information
  • Experience working in online information management systems (e.g., MS SharePoint and Teams) to support collaboration across locations and platforms
  • Adaptability in applying a versatile skill set to an evolving portfolio or work

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check, a Child Protective Services Registry check, and a driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, job entails walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle or feel. Visual acuity is required to read data on computer monitor, and incumbent must be able to operate keyboard driven equipment. Employee may be required to lift up and/or carry up to 25 pounds in weight. Ability to drive a motor vehicle and travel to various locations within the community as necessary. Must be able to communicate with others both orally and in writing. Generally works in an office environment yet may occasionally be required to perform job duties outside the typical office setting or at other locations.
