Job Announcement

Implements large-scale complex IT projects that span across agency lines. Oversees multiple IT projects and provides supervision and guidance to senior level project managers. Leads efforts to apply new and existing technology to business processes, providing expertise on technical trends and external practices that improve business operations. This position will be part of a highly technical Agile/SCRUM team tasked with the development and enhancement of the Focus/SAP platform. You will be responsible for enabling key features and capabilities as prioritized by the business and leveraging them to define and implement complete customer-facing business solutions. As a member of an agile team, will be responsible for all aspects of iterative software development lifecycle, focused on delivering and maximizing business value with each development iteration engaging with product owners to help prioritize and size increments of work, and working with the team to design, develop, test, integrate and demonstrate new features and capabilities. This position will also be responsible for :
  • Providing hands on support of change/configuration management activities including the process for Change Requests (submitting, approving, developing, testing and migrating to production). Administer FOCUS Change Management program in accordance with established policies.
  • Provide technical/functional reviews of Change requests and work with system integrators on refining and preparing CRs for Management approval.
  • Perform Quality Control on each Change Request (CR) ensuring that CRs have been properly documented and submitted for review and approval.
  • Communicate, collaborate and coordinate with Business and Development teams to ensure proper tasks and activities are connected with CRs.
  • Provide weekly and monthly CR reports and work with project teams on CR deficiencies to ensure policy standards.
  • Provide project support and have knowledge of large IT program change control processes for change, configuration, and requirements management.
  • Assist with knowledge sharing sessions for developing Standard Operating Procedure (SOP) documents.

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Possession of a bachelor's degree in computer science or a related field; plus five years of experience in systems design, development, programming and maintenance, and/or project or program management experience or equivalent in a complex information systems environment and supervisory experience of internal staff and vendors/contractor staff, and /or experience in matrix management environment in a complex organization.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • 10 yrs in project management experience and strong experience in automating business processes and working with COTS products.
  • 10 yrs experience in web application development using ASP.NET, HTML,JAVA Script
  • 5 yrs experience in directly implementing and maintaining project change/configuration management policies, plans, and procedures
  • 5 yrs experience in developing Reports using tools such as Crystal reports, PowerBI, SSRS.
  • Excellent written and verbal communication skills with the ability to explain complex technical concepts to non-technical staff.
  • Experience documenting business and system requirements, processes, workflows, and test plans.
  • Considerable knowledge of the capabilities of information technology software, hardware, and network communications.
  • Strong problem-solving ability, critical thinking skills, creative/innovative thinking ability, and desire to learn new skills and techniques.
  • Demonstrated ability to work in a collaborative and team framework that incorporates outside agency and contract staff.
  • Ability to work independently while supporting multiple projects in a dynamic environment.
  • Excellent time management skills and attention to detail.
  • Stays abreast of both IT and data analytics trends.
