Under supervision of the Chief Building Engineer, acts as a lead electrical and HVAC worker. Participates and coordinates in the installation, modification, corrective, and preventive maintenance of the work performed by the HVAC tech II worker. Performs other electrical work as requested. Maintains, repairs, and monitors highly complex building automated heating ventilation air conditioning system. Performs design layouts & sizing of heating ventilation air conditioning system. In the absence of supervisor oversees the daily operation of the electrical section. Performs a variety of highly skilled tasks in the maintenance of 3-phase low and medium voltage; up to 4160 volts for industrial electrical equipment, including circuits, and other related electrical equipment in a 67 mgd wastewater treatment plant. Performs preventive/corrective maintenance, 24/7 to maintain continuous operation of electrical equipment. Guides & oversees the work of industrial electrician I's & II's. Provides daily input to industrial electrician supervisor regarding performance of electrician I & II's. Identifies required parts from equipment diagram or parts lists and requisitions necessary parts to restock, repair or replace all electrical equipment throughout the plant. Assist in the reviews of as built drawings for identification and isolation of lines, equipment, or processes. Utilizes computer and software to maintain work orders, requisition parts, and online o&m manual for preventive and corrective maintenance, online time and attendance, training, and MS Outlook. Installs and programs variable frequency drives. Performs work on systems with hazardous chemicals that are acidic, highly corrosive, heat producing and potentially explosive. Performs work in permit confined spaces, hazardous areas that require respiratory protection and personal protective gear, slippery and wet conditions. Responsible for understanding and complying with regulatory requirements, the wastewater management program's environmental policy, agency guidelines, safety requirements and emergency response procedures. Prevents and mitigates any environmental impact associated with electrical maintenance, accidents, or emergencies. Attends required electrical training to ensure work performed complies with the regulatory requirements.

Illustrative Duties

  • Troubleshoots the most complex high voltage equipment, control and power system failures to determine the cause and corrective action required;
  • Performs inspections of power distribution centers, motor control centers and other electrical control panels and equipment;
  • Installs, maintains, and repairs electrical systems and equipment up to 5000 volts and 4000 amps;
  • Makes necessary repairs and replacements, and tests effectiveness of corrective action;
  • Troubleshoots, repairs and/or installs main switchboards, main and branch circuits breakers, disconnects and wiring devices such as switches, convenience receptacles and dedicated receptacles, possibly without the aid of a blueprint or schematic because of equipment age;
  • Leads and performs major or complex installations and repair projects;
  • Performs predictive and preventive maintenance in accordance with manufacturer recommendations on electrical equipment;
  • Utilizes computerized maintenance management and/or Enterprise Asset Management system to maintain records of work required, work performed, work hours and repair parts and materials used;
  • Utilizes Supervisory Control and Data Acquisition systems to troubleshoot electrical problems;
  • Utilizes Variable Frequency Drives and Programmable Logic Controllers to troubleshoot and make repairs;
  • Plans, assigns and oversees the work of more junior industrial electricians as well as daily training of the less experienced industrial electricians and provides input to supervisor for performance appraisals;
  • Responsible for compliance with safety standards and regulations on the assigned shift and work station;
  • Maintains records and inventory of repair and replacement parts and supplies to ensure availability of parts to minimize down-time of equipment;
  • Effectively communicates with customers, employees and supervisors;
  • Engages in safe working practices and complies with safety programs and guidelines;
  • Reports and monitors unsafe working conditions;
  • Complies with safety competencies.


Required Knowledge Skills and Abilities

  • Master level knowledge of the standard practices, tools, and equipment of the electrical trade;
  • Master level knowledge of applicable county, state and national electrical, NFPA and safety codes;
  • Thorough knowledge of safety regulations and procedures as well as common hazards and precautionary methods for working with electricity.
  • Thorough knowledge of computers, Variable Frequency Drives, Programmable Logic Controllers, Computerized Maintenance Management and/or Enterprise Management Systems, Supervisor Control and Data Acquisition systems and diagnostic measures;
  • Working knowledge of supply and policy and procedures;
  • Ability to distinguish different color wiring;
  • Ability to use computers;
  • Ability to read and interpret diagrams, schematics, blue prints and manuals;
  • Ability to train and lead subordinates, less experienced industrial electricians and employees from other sections;
  • Ability to lead other employees;
  • Ability to work in confined spaces;
  • Ability to comprehend confined space training;
  • Ability to comprehend and comply to safety practices;
  • Ability to maintain effective relationships with customers, employees and supervisors.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training, and experience equivalent to graduation from high school, or a GED issued by a state department of education or equivalent and six years of experience as an industrial electrician.

CERTIFICATES AND LICENSES REQUIRED:
  • A valid driver's license.
  • A valid Commonwealth of Virginia Master Electrician's license.


NECESSARY SPECIAL REQUIREMENTS:
Incumbents within this classification are subject to the following: pre-employment physical and annual thereafter, a criminal background check and driving record check.

Subject to 24 hour call back and must, therefore, be able to work emergency overtime. Subject to working in adverse weather conditions and may be exposed to raw waste or environments generating methane gas. Ability to distinguish different color wiring.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs will still be subject to the weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
Two years of experience as lead industrial electrician.

PHYSICAL REQUIREMENTS:
Capable of climbing ladders and steps. Capable of lifting 50 pounds. Capable of adequate color perception. Working conditions may include inclement weather, as well as being exposed to hazardous. All duties performed with or without reasonable accommodations.
