The Building Design and Construction Division (BDCD), in Capital Facilities (CAP), Fairfax County is seeking for a Branch Chief (Engineer VI) who will manage and lead a diverse and highly skilled team of approximately 14 members with responsibility for project management, planning, design, value engineering, budgeting, scheduling, customer satisfaction, and quality control for a wide variety of complex, high profile building development projects, for new construction and major renovations, ranging from approximately $250,000 to $50 million in value.

This position plays an important role in leading the implementation of the county's Capital Improvement Program (CIP) for a wide variety of county-wide building projects and works closely with the Department of Management and Budget to develop and implement budget and funding strategies for the furtherance of the CIP. This position develops, evaluates and maintains goals and objectives related to branch performance, supervises daily activities of the branch, allocates resources, and ensures that work assigned to the branch is accomplished in a high-quality manner, on schedule, within budget, and with high-level customer satisfaction. Design management responsibilities include selection of professional design consultants in accordance with procurement policy, assuring conformance to negotiation and accounting standards; management of the design process from concept through construction documents to include coordination with user agencies, project stakeholders, and the community; coordination of permits; collaboration with construction management and construction administration team through closeout. Other areas of branch responsibility include safety program training and emphasis, quality control of design documents, review of consultant qualifications, value engineering leadership, leadership in implementation of sustainability and energy conservation in all projects, and management of human resources and project budget allocations.

This position plays a significant role in providing strategic leadership for ongoing process improvement and organizational development and serves as a member of the Emergency Operations Team with responsibility for training certification. Promotes safety, promotes innovative sustainability approaches, employee development, quality assurance, and environmental stewardship. Models and promotes a proactive, collaborative and mutually supportive partnership with the Building Construction and the Public Private Partnership Branches in BDCD, other branches, and divisions in CAP and DPWES, and with BDCD's customer and stakeholder agencies. Will be required to lead public meetings and conferences and serve on technical committees and provide planning and contractual recommendations to the BDCD director and other senior county managers.

Employment Standards

MINIMUM QUALIFICATIONS
Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architecture field; plus five years of progressively responsible professional experience in the appropriate engineering field.

CERTIFICATES AND LICENSES REQUIRED:
  • A valid driver's license.
  • Professional Engineer (PE) or Registered Architect (RA)

An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity. As a Professional Engineer or Registered Architect, signs and seals own work product and/or that of subordinate staff.

NECESSARY SPECIAL REQUIREMENTS:
The appointee is required to complete a criminal background check, credit check, and driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs will still be subject to the weekly testing requirement. PREFERRED QUALIFICATIONS:
  1. Ten or more years of supervisory experience managing and leading a large workforce who are responsible of dealing with complex design issues related to building design and construction, professional services contracting, quality control for design documents, value engineering, sustainability, and a history of successful management of human capital and budgets at the project and program level.
  2. Ten or more years of experience in all aspects of design and construction administration for Building Capital projects - preferably in local, state, or federal government.
  3. Ten or more years of extensive experience working on large scale complex projects, successful collaboration with design teams and customer agencies, contributing to public private development agreements, resolving complex technical issues and providing appropriate program leadership to assure timely delivery of high-quality building projects within budget.
  4. Proven skills and experience in financial management and oversight of building design and construction projects
  5. Accreditation as a LEED Professional
  6. Proven experience in collaboration and teambuilding with large groups and diverse teams.
  7. Strong written and verbal communication skills; and strong leadership skills to stress the mission, vision, and values of Capital Facilities.


PHYSICAL REQUIREMENTS:
Ability to perform field inspections at project construction sites or potential sites for future facilities. Ability to hear normally in order to recognize backup alarms of the construction equipment. Ability to produce handwritten and typed documents. All duties are performed with or without reasonable accommodation.
