The Building Design and Construction Division (BDCD), in Capital Facilities (CAP), Fairfax County is seeking an architect, civil engineer, structural engineer, mechanical engineer or electrical engineer to serve as the owner's representative for smaller, specialized projects that include planning, design, and construction for new construction, renovation, capital renewal, demolition and similar projects in Fairfax County. Responsible for all phases of planning, design, permitting and construction administration, including direct project management and construction management. Also responsible for supervision, management and leadership for a small team of direct report project managers/construction managers.

Manages all aspects of projects including design consultant and construction contractor procurement, with responsibility to ensure safety, quality, timely delivery, and cost effectiveness of assigned projects. Has the lead role in customer service interface, stakeholder and community coordination, and associated project status reporting. Provides technical and quality control reviews during all phases of design, and coordinates to ensure all required regulatory and quality control inspections during construction. Attends appropriate safety training and promotes a culture of safety on construction sites as well as within an office setting. Complies with CAP's safety program and guidelines.

Serves as Project Manager responsible for overall management of project planning, design and permitting phases for small and larger scale projects with emphasis on professional services procurement and contract management and overall management of project schedule, budget, design quality, value engineering, sustainability, and customer interface; or to Serve as Construction Manager responsible of overall construction contract procurement and management for small and larger scale projects with emphasis on contractor coordination, safety, schedule management, change order negotiation, inspections, pay requests, and project closeout.

This is a supervisor, leadership position that provides guidance and supervision to a small team of project managers/construction managers. Reports directly to the Building Design and Construction Division, Director, and is crucial in promoting communication, teamwork and collaboration with other branches and colleagues across BDCD. Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus five years of progressively responsible professional experience in the appropriate engineering field.

CERTIFICATES AND LICENSES REQUIRED:
  • A valid driver's license.
  • Professional Engineer (PE) or Registered Architect (RA)
An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity. As a Professional Engineer or Registered Architect, signs and seals own work product and/or that of subordinate staff.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check, and a pre-employment physical examination to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs will still be subject to the weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
  1. Certified Construction Manager (CCM) certification
  2. Supervisory experience.
  3. Five years or more of construction management experience and contract negotiation.
  4. Five years or more years of project management experience in managing design and permitting for building development projects
  5. Five years or more of experience in the local, federal, and/or state building and site development codes.
  6. Two years of experience in Capital Project Budget and Capital Improvement Program (CIP) or extensive experience in working with public/governmental facilities.

PHYSICAL REQUIREMENTS:
Ability to lift up to 30 pounds. Must be able to physically walk, negotiate or traverse rough terrain and typical construction sites. Ability to hear normally in order to recognize backup alarms of the construction equipment. Ability to safely climb construction ladders up to 15 feet or more per floor with the potential of multiple floors. Ability to go up and down stairs for multi-story buildings. Ability to produce handwritten and typed documents. All duties performed with or without reasonable accommodations.
