Job Announcement

Seeking a Human Resources Division Chief to lead the Compensation and Workforce Analysis Division. The ideal candidate is an independent, self-starter who takes a pro-active role in scanning the work environment for developing workforce analysis trends, and conducting compensation surveys to ensure the county's compensation plans are competitive to attract and retain its human capital resources. The primary function of the division is to provide consultancy services to the county's 64 departments and offices on compensation and workforce planning matters. Maintains an equitable classification system and competitive compensation plans to facilitate salary administration.

Reporting to the Director of Human Resources, the Division Chief develops division goals and objectives; leads and manages subordinate staff; develops policies and procedures related to division operations, budgets, and short- and long-term planning; and develops communications and presentations. Partners with key stakeholders, to include the Board of Supervisors and their respective subcommittees, the county executive, and other county officials regarding execution of plans in support of achieving county goals.

Manages a Business Area (such as Benefits, Payroll, Compensation, Classification, EEO, Employee Relations, Employment)
  • Responsible for major business area such as a division or program;
  • Develops vision, goals, objectives and performance measures;
  • Plans and evaluates operations, programs and staff;
  • Oversees budget, internal controls and fiscal operations;
  • Oversees technology operations related to business area;
  • Develops policy and coordinates policy with senior management team;
  • Responsible for customer service;
  • Conceptualizes and plans new or improved programs for business area, collaborates with senior management team on interdisciplinary programs.
  • Responsible for communication and information dissemination regarding operations, programs, policies and procedures;
  • Interprets legislation, regulations and case law that effect business area, develops compliance strategies, proposes new legislation or changes to existing legislation.

Senior Management Team
  • Collaborates with others inside and outside the organization to develop and implement HR policies and programs that support business areas countywide;
  • Develops and facilitates interdisciplinary teams and teamwork;
  • Represents the county on policy-making committees, teams and task forces;
  • Manages department in director's absence.

Provides Consultant Services
  • Creates, plans, facilitates, and evaluates strategic change initiatives;
  • Develops conceptual solutions to complex problems and issues with countywide implications;
  • Acts pro-actively to improve business processes within the organization;
  • Serves as subject matter expert for internal and external clients;
  • Serves as project manager for new systems and programs in various areas. For example: employee compensation and benefits; organizational and workforce development; business process engineering; automated systems.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in personnel administration, public administration or a related field, plus five years of HR experience, including two years of experience as a senior consultant, program/project manager, or operations supervisor. A master's degree may be substituted for one year of the required experience.

CERTIFICATES AND LICENSES REQUIRED:

PREFERRED QUALIFICATIONS:
  • Master's degree is preferred;
  • 10+ years of HR management experience with specialization in workforce planning and compensation, to include performing workforce analysis, job evaluations, developing and implementing organizational workforce/succession plans, and conducting compensation studies;
  • Proven experience and success in all functional areas of human resources;
  • Best-in-class HR practices experience;
  • Demonstrated experience writing and evaluating Requests for Proposals (RFPs);
  • Established track record of driving and delivering results;
  • Demonstrated intellect, energy, strength of conviction and outlook to serve as a key leader;
  • Strong research and analytical skills;
  • Strategic business orientation and acumen and the ability to define and prioritize efforts based on business direction and needs;
  • Strong leadership presence and polished demeanor;
  • One or more of the following certifications: SHRM-CP, SHRM-SCP, GPHR, or IPMA-HR;
  • The ability to lead through influence at all levels, and the capacity to coach senior-level management.

NECESSARY SPECIAL REQUIREMENTS:
  • The appointee to the position must satisfactorily complete a criminal background check.
  • All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process.   • This position is considered essential personnel and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (i.e., weather, transportation, other disaster).
