The Fairfax County Park Authority (FCPA) is seeking a Buyer II to be a part of one of the most highly-regarded park systems in the country. With more than 25,000 acres of parkland, nine RECenters, eight golf courses, three lakefront parks, and more, FCPA is an exciting organization to be a part of and there are many opportunities for staff to make a difference at every level.

Under limited supervision, this position performs varied purchasing functions for a variety of goods and services requiring complex, diverse and extensive knowledge of procurement knowledge. The Buyer II administers contracts; creates purchase orders; pays invoices and manages all phases of contract responsibilities. Additionally, the position provides timely, accurate, and responsive procurement support through the establishment and management of multi-site commodity and service contracts in support of Fairfax County Park Authority. Develops appropriate competitive solicitation packages, writes bid specifications, experienced public speaker that attends and speaks at pre-bid and pre-proposal conferences and public bid openings, develops strategies, participates in and provides guidance to selection advisory committees, develops strategies and participates in the negotiations process, recommends and prepares contract award documents, and addresses issues resulting from contract or vendor disputes. The ideal candidate for this position must show demonstrated ability to successfully solve problems in a team-based environment. Excellent written communication skills required to produce solicitation documents and communications, advanced analytical skills and attention to detail.

Illustrative Duties

  • Performs purchasing actions for the acquisition of a variety of goods and services for Fairfax County Government and Fairfax County Public Schools, or for a single large agency as described above, in accordance with federal, state and county rules and regulations;
  • Assists in the training and guidance of lower-level buyers;
  • Prepares solicitations, and works with users and county technical representatives to develop specifications for recurring, complex, or unique procurement actions;
  • Researches the availability of state or county contracts that can satisfy an agency's requirement;
  • Selects appropriate bidder's list and prepares advertisements;
  • Conducts pre-bid conferences to clarify the terms, conditions and specifications of the contract;
  • Guides the Selection Advisory Committee during bid evaluation deliberations and assures that proper procedures are followed;
  • Provides guidance to the Selection Advisory Committee and actively participates in contract negotiations;
  • Recommends contract award to the team leader and prepares award documents;
  • Monitors the execution of contracts to ensure that all contract provisions are met;
  • Identifies problems and initiates corrective action when appropriate;
  • Negotiates difficult and/or major contract changes with vendors;
  • Maintains complete documentation of all actions taken;
  • Enters and maintains contract information in the automated purchasing system;
  • Assists higher-level personnel with completion of management studies pertaining to procurement activities;
  • Assists in the development of internal procedures and regulations.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with major course work in
business administration, public administration, or a related field; plus two years of experience in technical procurement work, including considerable experience with automated procurement processing systems.

PREFERRED QUALIFICATIONS:
Experience reviewing and evaluating bids, proposals, and contracts. Excellent customer skills Well-developed oral and written communication skills Ability to establish and maintain effective working relationships with both external and internal contacts. Experience with automated procurement systems. Advanced proficiency in MS Office Suite applications. Experience and proficiency using SAP or similar ERP financial systems. Ability to download data and manipulate data from SAP or a similar ERP. Experience with Virginia Public Procurement Policies and Regulations. Experience within local or state government.

NECESSARY SPECIAL REQUIREMENTS:
All newly hired employees are required to be fully vaccinated as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or religious reasons will still be subject to the weekly testing requirement.
