Job Announcement

Contributes as a team member of the Human Resources Division of the Facilities Management Department. Serves as Payroll Contact/HRA Initiator for the agency. Processes online time for the agency. Provides payroll assistance to agency employees, in groups and individually. Meets Department of Human Resources deadlines. Explains routine personnel policies and procedures. Independently coordinates and reviews time entered into HCM; runs Time Reports in order to determine errors; completes research as needed, advising the appropriate employee, supervisor or manager of discrepancies; ensures corrections are made prior to DHR deadlines. Answers questions from employees and supervisors relating to payroll, performance evaluations, benefits and other human resources issues within the position's responsibilities. Reports payroll updates from the Department of Human Resources' Payroll Update Briefings. Communicates and informs supervisor of payroll issues. Advises staff with online time, as needed. Assist in the training of staff with online time, as needed. May participate in Payroll-related training. Conducts time and attendance audits. Coordinates all FMLA, Non-FMLA and Injury Reporting documentation and the processes associated with them. Processes donation requests. Performs audits for quality assurance. Point of contact for all performance evaluations in NEOGOV Perform and career management plans overseeing, processing and tracking for timely submission to the Department of Human Resources. Serves as an Agency Access Control Administrator. Processes employment verifications. May coordinate employee access to FOCUS roles (i.e. MSS, Timekeeper, Delegates, etc.). Files personnel documents. Answers agency benefits questions and refers to appropriate DHR staff when necessary. Assists with the recruitment process and processing personnel action requests for employees (i.e. hiring, promoting, terminating, etc.) as needed. Ability to write simple documents. Ability to process and integrate complex data. Ability to establish effective working relationships with both external and internal customer contacts. Ability to maintain confidentiality and be sensitive to political issues. Makes recommendations for quality assurance and control. Participates in departmental projects. Back up for the reception area, as needed. Other duties as assigned. May coordinate IT security access for contract staff. Incumbent is considered FMD Emergency Service Personnel.

The assigned functional areas of the position are customer service, general office administration, human resources, payroll, and records management.

Employment Standards

Any combination of education, experience and training equivalent to high school graduation and three years of experience providing administrative support in the assigned functional area(s).

Driver's license.


Proficient in Microsoft Office Suites. Excellent oral and written communication skills. Excellent organizational skills. Able to multi-task and perform well under tight deadlines. Ability to work independently and meet deadlines. Strong customer relations skills. Knowledge of county human resources policies and procedures.

The appointee to the position must satisfactorily complete a criminal background check, and a driving records check.

Position is generally sedentary in nature; however, employee may be required to do some walking, standing, bending and carrying of items up to 20 lbs. in weight (all duties). Work requires the ability to operate keyboard-driven equipment (all duties). Work requires the ability to operate keyboard driven equipment, computers, multi-line telephones, facsimile machines, photocopiers and scanner. Must communicate with others.
