Duties

As a IT Specialist (Data Scientist), you will:
  • Assist the HMDA Program Manager in setting strategic direction for CFPB's HMDA Platform data collection and publication, as well as driving overall program success through supporting day-to-day operations of a team of technical professionals.
  • Direct and train data analysts, and contractors that employ a variety of technical skills to support the Bureau's HMDA Operations Program statutory requirements.
  • Serve as a technical expert in all major areas of HMDA and related data analysis, including mortgage loan data, conventional analytics techniques, financial institution unique identifiers, and data quality analysis.
  • Participate in cross-divisional and interagency working groups to support shared goals in the effective use of regulatory and public data.

    Qualifications

    You must meet the following requirements within 30 days of the announcement's closing date.

    For the CN-53, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-52 grade level in the Federal service. (For qualification purposes, the CN-52 is broadly equivalent to the GS-12). Specialized experience for this position includes:
    • Experience developing and working with mortgage OR financial data (e.g., performing analysis, market research, and using analytic tools such as python, SQL, statistical software, or similar) and presenting results and recommendations to senior leaders and stakeholders; AND
    • Experience recommending actions to improve data products, data quality, and consumer access to information; AND
    • Experience translating regulatory or statutory information into technical requirements for software development; AND
    • Experience working on a multi-disciplinary team using Agile methodologies to deliver new software or data products.
    In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.
    1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.     CONDITIONS OF EMPLOYMENT:
    • A one year probationary period may be required.
    • Public Trust - Background Investigation will be required.
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
