Duties

1. Reviews the design and validation of IT systems and infrastructure supporting non-network defense cyberspace operations, encompassing all phases of the System Development Life Cycle (SDLC).

2. Plans and conducts broad-based technical analyses to develop, manage, and optimize processes and documentation for infrastructure management.

3. Coordinates with USCYBERCOM staff, mission partners, and other DOD elements to provide support to USCYBERCOM infrastructure management efforts.

4. Performs other duties as assigned.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Practical working knowledge of project management principles is required, as incumbent is responsible for overseeing major projects from initiation to completion. Technical direction to branch personnel assigned to projects, and extensive knowledge of IT Cybersecurity architectural concepts, frameworks, installation procedures, integration, testing and optimization of system components. Note: Creditable experience may include previous military experience, experience gained in the private Sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of full spectrum cyberspace operations (CO) functions, techniques, and facilitating technologies and capabilities relevant to leveraging the DoD's classified and strategic computer networks in support of nation defense. Knowledge of a wide range of IT principles, concepts, and methods.
2. Knowledge of and ability to leverage the IT System Development Life Cycle (SDLC) to assure that IT
acquisition strategies and plans are aligned with end user operational requirements.
3. Ability to lead and work collaboratively with other Subject Matter Experts (SMEs) to develop strategies,
policies, and technical controls.
4. Ability to communicate complex technical and programmatic information on CO, often in the form of orders, but also in verbal and visual operational updates, situation reports, and briefings.
5. Knowledge of federal regulations and DoD and USAF policies and processes governing the acquisition and life cycle management of IT systems and infrastructure. Knowledge of and skill in applying DoD project planning and management policies, processes, and analytical methods to manage all phases of IT system acquisition, implementation, and operations management.
6. Significant knowledge of offensive cyber capabilities, development practices, test and evaluation techniques and guidelines, and capability lifecycle.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
