Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Researches conventional issues related to federal and NARA regulations to provide interpretations and effectively resolve problems.
- Supports the preparation of a variety of written documents, materials, and notices to inform human capital staff of program changes.
- Communicates with various levels of personnel throughout NARA, ARC, other Federal agencies, and in the private sector, both interpersonally and in writing.
- Conducts analyses based on received data, identified records and documents, and customer comments.

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.   • Qualifications

    You must meet the following requirements within 30 days of the closing date of this announcement.
    For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the federal service. Specialized experience for this position is defined as experience:

    - Serves as a support to the Chief Human Capital Officer, directors, and staff on administrative functions; AND
    - Furnishes guidance and instruction to supervisors on issues which could have significant impact on program operations and provides reports and data that support administrative and program management decision-making processes; AND
    - In support of the Chief Human Capital Officer, oversee administrative programs and projects that consist of a variety of functions, efforts result in increased accuracy, productivity and efficiency; AND
    - Conducts analyses based on received data, identified records and documents, and customer comments, and supports the identification of trends, problem areas, and recommended solutions.


    OR

    For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the federal service.
    Specialized experience for this position is defined as experience:

    - Serves as liaison between the division and the servicing human resources office. Prepares personnel action requests; AND
    -Reviewing Human Resources/ Human Capital guidelines, policies, or procedures to gather facts, draw conclusions or recommend solutions to problems; AND
    -Communicating standard operating procedures, action plans or policy related to program operational matters; AND
    -Researching issues and providing guidance related to organizational policies, programs, and practices.
    OR
    A Ph.D. or equivalent doctoral degree OR 3 years of progressively higher-level graduate education leading to a Ph.D. degree
    OR
    LL.B. or J.D., if related
    OR
    You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.


    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
    For the GS-12, you must have been at the GS-11level for 52 weeks.
    For the GS-11, you must have been at the GS-09level for 52 weeks.

    Education

    Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
