As the Assistant Inspector General for Audits (AIGA), you will be responsible for the leadership and strategic direction for the Office of the Inspector General (OIG) audit and evaluation program. You will plan and execute a comprehensive audit and evaluation program, administering the quality assurance program for all products, tracking audit resolution, ensuring management action on audit recommendations, and developing and implementing AlGA's policies, strategies, and procedures to ensure that all products meet the "Generally Accepted Government Auditing Standards." In addition, you will be responsible for the management of the audit portion of the NRC OIG budget.

Key duties and responsibilities are as follows:
  • Develops, revises, and modifies the OIG Audit Manual, the authoritative source of OIG policies, standards, and procedures for conducting audits and evaluations.
  • Provides leadership, coordinates, and recommends policies for activities designed to promote economy and efficiency in the administration of, and to prevent and detect fraud, waste, and abuse in, NRC and Board programs and operations.
  • Directly supervises the Deputy Assistant Inspector General for Audits (DAIGA) performing the full range of supervisory responsibilities for the assigned staff including time and attendance approval, performance evaluation, deciding on any necessary disciplinary actions, and approval of training and travel requests.
  • Provides strategic direction for an audit program that is comprehensive, effective, and responsive to the needs of the Inspector General, ensures that NRC and DNFSB financial statements are audited, evaluates the effectiveness and efficiency of NRC and Defense Nuclear Facilities Safety Board (DNFSB) programs, and verifies whether agency contractors meet the terms of their contracts with the agency.
  • Develops the OIG annual audit plan that meets mandatory legislative requirements, includes areas that are of particular concern to the President, Congress, agency management, and the Inspector General; and encompass the highest risk management challenges within NRC and DNFSB. Ensures that the OIG audit program aligns with the OIG Strategic Plan.
  • Maintains an effective quality control process for audits and evaluations. This includes quality assurance reviews of all on-going projects, planning and carrying out annual internal quality reviews, and overseeing the tri-annual peer review process.
  • Monitors actions taken by NRC and DNFSB management to assure that appropriate corrective action is taken in response to findings and recommendations of OIG reports.
  • Directs Audit input for the Semiannual Report to Congress.
  • Represents the OIG in meetings with federal, state, and local officials; representatives of the nuclear industry, public interest groups, professional organizations; and members of the general public.
  • Represents the OIG on pertinent Council of the Inspectors General on Integrity and Efficiency (CIGIE) committees.
  • Implements corporate management strategies consistent with the OIG Strategic Plan.

Highly desired qualified candidates will have served for at least 5 to 10 years in a supervisory/management position at or above the federal GS-15 level or its equivalent with state or local government, private sector, or nongovernmental organizations. However, GS-14 applicants may apply if you possess comparable qualities and management experience.

Your application must clearly reflect specialized experience in a managerial capacity with responsibility for providing managerial and supervisory direction to a diverse federal, state, or local government agency/organization, preferably responsible for conducting audits and/or investigations designed to prevent and detect fraud, waste, abuse and misconduct, and that promote economy, efficiency, and effectiveness in the administration of programs and operations on a national level.

Successful candidates will possess significant experience in the audit communities, and preferably have worked at least 10 years managing seasoned, experienced, auditing professionals in an Office of the Inspector General at the local, state, or federal level. This experience must demonstrate sophisticated analytical skills, superior written and oral communications skills, good judgement, conflict resolution, impeccable ethics, and experience in interacting with government and non-government officials.

As a basic requirement for entry into the SES, your application must show evidence of progressively responsible leadership experience that is indicative of senior executive level management capability, and that is directly related to the duties of this position and the five Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed within the announcement. Applicants who do not meet or do not demonstrate possession of the ECQs and PTQs in their application will be eliminated from further consideration.

This is a Career-Reserved position in the Senior Executive Service.
Although not required, a Certified Public Accountant license is highly desirable.

The NRC OIG utilizes Criterion A method to submit candidates to the Office of Personnel Management (OPM) for the Qualification Review Board (QRB) process. Therefore, all applicants should use the Challenge-Context-Action-Result (CCAR) Model addressing their ECQs for this position. No more than two examples of relevant experience should be used per ECQ to demonstrate your experience. The number of examples is not as important as ensuring that your experience matches the ECQ criteria.

  • PTQ1 - Demonstrated experience in applying sound management practices, sound judgment, impeccable ethics, strong intellect, and sound interpersonal skills to: the auditing programs within the Office of the Inspector General; interactions among and between the senior leadership of the NRC and the DNFSB; interactions with Congressional members and staff, and to the day-to-day operations of the OIG.   • PTQ2 - Demonstrated experience employing assertive, diplomatic, and appropriate management and conflict resolution techniques, in concert with, and upon the advice of, Human Resources and Legal/General Counsel personnel, to empower employees to do their best work for the organization, to promote a diverse and inclusive workplace, and to address and eliminate inter-personal conflict and related issues arising among and/or between OIG staff, and/or external stakeholders
  • PTQ3 - Expert knowledge of the principles, theories, techniques and practices of modern accounting and auditing sufficient to oversee and coordinate professional quality audits and evaluations of NRC's and DNFSB's financial systems and accounting activities.
