Duties

As a Financial Management Analyst, you will:
-Perform duties associated with the execution of the organization's budget, to include but not limited to funds control and allotment distribution, recording and monitoring of obligations, analysis of data and preparation of execution reports for staff, senior managers, General Deputy Assistant Secretary and Assistant Secretary.
-Maintain financial and management internal controls in accordance with OMB Circular A-123.
-Maintain a high level of expertise and proficiency in the use of automated financial resources management systems and databases (Oracle and Access based) for the commitment, obligation, and tracking of funds; includes procurement, grants management and travel systems.
-Prepare the budget submission narrative and supporting tables for the Internal, OMB and Congressional Budget Justifications, in accordance with OMB Circular A-11.
-Review and approve Travel authorizations and vouchers in accordance with the Federal Travel Regulation and HUD Travel Policy.

The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

  • Qualifications

    You must meet the following requirements within 30 days of the closing date of this announcement.
    Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:

    -Assisting in the preparation of budget submission narratives and supporting tables for the Internal, OMB and Congressional Budget Justifications; AND
    -Experience with using automated financial resources management systems, databases and MS Excel for performing funds control and allotment distribution, recording the commitment and obligation of funds, and data analysis and financial reporting; AND
    -Preparing written products such as reports, briefings, or statements; AND
    -Analyzing the financial position and financial statements of an organization

    Experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

    Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
    For the GS-14 you must have been at the GS-13 level for 52 weeks.

    Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

    CONDITIONS OF EMPLOYMENT:
    • A one year probationary period may be required.
    • Must successfully complete a background investigation.

    • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
