Duties

• You will serve as lead technical subject matter expert for the implementation of a readiness at cost modeling and simulation suite that encompasses the inclusion of systems engineering and logistics product data from acquisition through sustainment.
• You will serve on a Cost-engineering Integrated Product Team (CIPT) for the program manager and support the technical authority for all aspects of cost engineering.
• You will be responsible for translating ship/submarines/combat and weapon/unmanned system(s) technical and programmatic information as presented by the program manager's engineering staff or the manufacturer into a high quality cost estimate.
• You will develop the program life cycle cost estimates for various alternatives considered in the Analysis of Alternatives (AoA).
• You will generate the program's R and D and/or procurement cost estimates in support of the POM, annual NAVCOMPT, OSD and Congressional budget submissions.
• You will develop cost/performance/schedule trade-off analyses in support of program efforts to manage life cycle cost and to support requirements setting process in the development of interim requirements and operational requirements documents.
• You will develop/modify databases and cost models comprising of both hardware/software including risk.
• You will conduct periodic cost model updates and analysis of new "actual" cost data, new direct labor/overhead rates, and new programmatic and technical information.
• You will monitor and conduct analysis of Contract Performance Reports or Integrated Program Management Reports and preparation and presentation of appropriate briefings and reports to program.
• You will review and analyze contractor Integrated Master Schedule (IMS) submittals to provide program offices with independent assessments of schedule quality and forecasted completion dates.
• You will develop and conduct analysis of labor/overhead/material(s) rate projections required for a broad range of cost development and estimating efforts.
• You will develop estimates and analyses related to shipbuilding escalation.
• You will develop inflation/escalation indices to support a variety of cost estimating efforts.
• You will conduct analyses of shipyard and equipment supplier capacities and capabilities under various acquisition scenarios, analysis of skills requirements and limitations, identification of production risk and recommended solutions.
• You will provide cost engineering and industrial analysis to programs in responding to Congressional inquiries and various externally mandated studies.
• You will serve as an analyst in the implementation of state-of-the-art equipment /systems development, acquisition, and/or application of theories, principles, practical concepts, processes, and methods related to assigned areas.
• You will carry out team projects and activities to ensure successful performance.
• You will coordinate and liaison with internal and external customers across a broad spectrum of government employees, military members, consultants, contractors, other government organizations, or private industry.
• You will collaborate with the systems engineering community on their process in acquisition and sustainment to include requirements generation, product outputs and timelines is necessary.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified in the Life Cycle Logistics Career Field. Level III Certification is required within 24 months of appointment.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11 equivalent), in the Federal service or equivalent experience in the private or public sector as a professional operations research analyst reviewing and interpreting policies and procedures; conducting cost estimating and cost benefit analysis; and using analytical software and databases to perform analytic functions.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:Applicants must posses:

• a bachelor's or higher degree in operations research; -OR-
• a successful completion of a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours are in calculus.
