Duties

As a Program Analyst within the Geology, Energy and Minerals Science Center, some of your specific duties will include:
  • Provides expert guidance and knowledge on establishing government agreements, and acts as the primary Center liaison in establishing and maintaining technical and research agreements (e.g., TAA, CRADA, IAA, and MOU) for the purpose of funding, sharing of data or information, accessing sampling sites, and overall scientific collaboration of research efforts.
  • Interprets findings, develops recommendations to improve organization efficiency and solve problems, and discusses results and recommendations with the Science Center Director. Establishes communications with employees to obtain their ideas, transmit management views to Center staff, and identify potential challenges.
  • Revise and maintain an up-to-date Center COOP plan; work with the Associate Center Directors to ensure proper COOP plan implementation; lead the effort of updating and maintaining the Center web site; develop briefings for senior staff regarding existing Department, Survey, and Regional administrative policies and requirements; and propose adaptive actions for the Center in implementing internal management and operational policies and procedures in conformance with changes in higher-level policies.
  • Interprets findings, develops recommendations to improve organization efficiency and solve problems, and discusses results and recommendations with the Science Center Director and Associate Center Directors. Establishes communications with employees to obtain their ideas, transmit management views to Center staff, and identify potential challenges.
  • Assists the Associate Center Directors with evaluating operational effectiveness and efficiency by planning and conducting analyses of organizational elements and works to identify problems and assess Center resource utilization, Center communication, and management effectiveness.

    Qualifications

    For GS-11

    Applicants must meet one of the following to qualify for the GS-11 level:

    Possess one year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-09 level in the Federal service. Examples of GS-9 level work: 1) Participating in the identification and development of data required for use in the management and direction of programs; 2) preparing guidance documents for work plans; 3) researching program methods and establishing procedures for program requirements. Assignments were made with the objectives, priorities, and deadlines defined. Work was planned and carried out independently in accordance with proven techniques, methods, and practices. Controversial use of approaches or modifications of standard procedures were typically discussed with a designated person before being carried out.

    OR Applicants may substitute successful completion of 3 years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree (such as an LL.M, if related). (54 semester hours, 81 quarter hours, or the equivalent).

    OR Possess a combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements
