Duties

  • As Operations Research Analyst, plans, organizes, and manages data related activities for Headquarters, ICON-Center, and Field unit leadership, and other stakeholders.
  • Serves as the Data Analytics Program Manager within AFOSI and potentially for ad hoc teams drawn from other organizations established for the duration of the studies and analyses conducted.
  • Represents AFOSI at meetings, conferences, briefings, and seminars related to Data Analytics.
  • Leads studies, conducts trend analysis, and performs other work associated with maintaining maximum best practices of all AF data strategy.

  • This position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, (cont.)
  • (cont.) or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • This is a drug testing designated position. The incumbent is subject to random testing of drug use.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: extensive experience using a variety of the most popular data analytics tools such as VBA, R, Python, SQL, Power BI, and Tableau; and a general familiarity with cloud services, data security issues, and contracting procedures. Skill for discovering hidden patterns and associations in large data sets to employ inferential statistics and Operations Research methods to recognize opportunities for improvements in the efficiency and effectiveness of operations. Skill and ability to develop and implement models and simulations in order to assess potential courses of action. Skill in coordinating extensive projects in assigned areas of responsibility.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Strong problem solving skills with knowledge of data product development, including experience using statistical computer languages (e.g. R, Python, etc.) to manipulate data and draw insights from large data sets.
  • Knowledge and experience working with and creating data architectures.
  • Expert knowledge of policies, principles, concepts, guidance, procedures, techniques and methodologies pertaining to data management, operational enterprise data management, data architecture, and data services platforms.
  • Expert skill and experience in data focused use, case frameworks and execution; data assessment and outreach to data focused organizations.
  • Skill and experience working with visualization tools, Agile development including sprints, data stories, user stories, and user epics.
  • Excellent skill and ability in written and oral communications; including public speaking skills, for coordinating across teams. Ability to learn and master new technologies and techniques, with a demonstrated preference for leading by example through hands-on work on multiple and varied data sets.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
