Duties

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.

At the full performance level GS-13, Intelligence Research Specialist, you will:
  • Provide intelligence analysis on nuclear proliferation, foreign nuclear energy programs, and/or nuclear fuel cycle or nuclear material security and nuclear terrorism.
  • Provide technical advice and recommendations to the intelligence community in analyzing key foreign nuclear threats to US national security.
  • Provide customer support to Department of Energy (DOE) and National Nuclear Security Administration (NNSA) managers and seniors officials.
  • Collaborate within a team of senior DOE and NNSA policy makers and also customers outside DOE.

  • Must obtain and maintain a current "Q" security clearance.
  • Must obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty.
  • Must successfully complete an initial CI evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.


Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

For the GS-13, experience must be equivalent to GS-12 level:
  • Experience providing reviews and evaluation of intelligence reports to develop conclusions of foreign nuclear proliferation, foreign nuclear security vulnerabilities or nuclear fuel cycle.
  • Experience producing intelligence assessments on foreign nuclear proliferation, foreign nuclear security vulnerabilities or nuclear fuel cycle.
  • Experience briefing DOE policy makers on subjects related to nuclear non-proliferation, counter-proliferation, or nuclear weapons-related issues.
  • For the GS-12, experience must be equivalent to GS-11 level:
  • Experience assisting with reviews and evaluation of intelligence reports to develop conclusions of foreign nuclear proliferation, foreign nuclear security vulnerabilities or nuclear fuel cycle.
  • Experience assisting of intelligence assessments on foreign nuclear proliferation, foreign nuclear security vulnerabilities or nuclear fuel cycle.
  • Experience preparing briefs for DOE policy makers on subjects related to nuclear non-proliferation, counter-proliferation, or nuclear weapons-related issues.

    To qualify based solely on SPECIALIZED EXPERIENCE at the GS-11 Grade Level, experience must be equivalent to GS-9 level:
  • Experience researching information used for the production of finished intelligence assessments concerning physical sciences, engineering, foreign or international affairs, nonproliferation, government or political science of nuclear proliferation, foreign nuclear energy programs or nuclear fuel cycle.
  • Experience reviewing draft publications or intelligence products to recognize when corrective actions may be required.
  • Experience interacting with others in meetings and conferences on nuclear proliferation, nuclear security or nuclear fuel cycle issues.

  • OR

    To qualify based solely on EDUCATION at the GS-11 Grade Level, an applicant must possess one of the following:

    Ph.D. or equivalent doctoral degree

    OR

    3 full years of progressively higher level graduate education leading to such a degree

    OR

    LL.M., if related

    OR

    An applicant can qualify for the GS-11 level through a COMBINATION OF EDUCATION AND EXPERIENCE listed above.

    Combination of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)

    "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Once onboard, you will then be required to provide proof of vaccination in DOE's MyEnergy system and certify the documentation you provide is true and correct under penalty of perjury. Providing a knowing and willful false statement on either DOE's COVID-19 Vaccination Form prior to starting or when providing proof of vaccination in DOE's MyEnergy system once onboard is punishable by fine and/or imprisonment (18 U.S.C. 1001) and will result in termination from Federal service.


    Education

    There is no education requirement for this position. However, education may be substituted for specialized experience at the GS-11 grade level only (See Qualifications above).

    If substituting education for specialized experience, a copy of your transcripts must be attached to your application.
    Education must be obtained from an accredited institution recognized by the U.S. Department of Education. Foreign education must be reviewed by an organization recognized by the U.S. Department of Education.
