Duties

Duties include but are not limited to:

Processes a full range of official payroll actions for employees under various payroll systems, including General Schedule, Wage Grade, Canteen Service, and Title 38, each pay system having unique entitlements to leave, basic pay and premium pay.

Operates as the facility expert regarding determining pay for a myriad of positions, maintaining payroll records, and completing related reports pertaining to civilian employees of the Federal Government.

Operates under an automated payroll system in which data is coded and verified and submitted to a payroll processing center.

Reviews personnel documents relating to proposed personnel appointment, change, or separation actions which affect the pay of employees.

Applies pay and leave laws, rules, regulations, and agency policy regarding entitlements to overtime, differentials, hazardous duty, holiday and special rates, premium pay, and allowances.

Determines the completeness, accuracy, internal consistency and propriety of the pay action and ensures they are made in accordance with compensation and related pay scales, rules, regulations , and instructions.

Makes complex pay adjustments.

Handles written and verbal inquiries from employees and supervisors concerning pay and leave issues.

Prepares and conducts timekeeper training and proper use of timekeeping menus to new timekeepers, supervisors, and approving officials.

Audits time and attendance cards.

Perform other duties assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/25/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Qualifying specialized experience includes: Experience as a Civilian Payroll Technician; Experience researching, computing back pay, and providing information regarding payroll policies and procedures, maintaining files and reference data in preparation of monthly and quarterly activity reports; typing and computer skills that demonstrates proficiency with multiple accounting programs; and providing guidance to employees and supervisors on pay issues; Knowledge of payroll processing language, procedures, restrictions, corresponding benefits and options available to process pay actions and experience with timekeeping, experience entering data into an accounting system to obtain/enter payroll, possessing knowledge of a body of payroll, time and attendance, tax, and retirement; utilizing a variety of interrelated steps, conditions, and procedures or processes to assemble, review, and maintain a variety of complex pay transactions; processing various payroll related reports; resolving time, leave and benefit issues; utilizing automated pay systems to reconcile errors, and provide accurate information and assistance; and operating a personal computer with a variety of software programs. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
