Duties

  • You will provide IT support and liaison activities that support effective liaison with Department-wide Human Capital systems to effectively resolve issues.
  • You will provide expert advice, evaluate, and recommend selection, and/or expansion of new automated equipment.
  • You will resolve critical issues affecting the configuration of the information technology (IT) infrastructure.
  • You will review proposed policy, regulations, and procedural changes to determine their impact on the area of responsibility.

  • You must be a United States Citizen or National.
  • You will be required to complete a pre-employment security investigation and background check which includes a drug screening.
  • You may be required to complete a one-year probationary or two-year trial period.
  • Selective Service registration is required for males born on, or after, December 31st 1959. Those not registered should have an approved exemption on file.

  • Expertise in software programming languages such as SQL, XML, FOCUS, SAS, PeopleSoft Business Intelligence Publisher, Oracle PeopleSoft HRMS, Visual Basic, JAVA, C++, and C, Microsoft EXCEL, ACCESS, and federal HR/Payroll would be advantageous.


Qualifications

To qualify for the position of IT Specialist (Programmer) at (GS-2210-12/13), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to.

If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information).

There are no positive education requirements for this series and grade.

For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service. At a minimum, specialized experience must be in or related to the following:
  • Provides advice and recommends selection of new automated equipment and software.
  • Performs data analysis in order to help understand the concerns of an organization.
  • Assists in performing customer functional analysis data/reports.
For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. At a minimum, specialized experience must be in or related to the following:
  • Provides expert advice and recommends selection of new automated equipment and software.
  • Performs specialized data analysis in order to help understand the concerns of an organization.
  • Resolves critical issues affecting the configuration of the information technology infrastructure.
Additionally individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail: Is thorough when performing work and conscientious about attending to detail. Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations

  • COVID-19 Vaccination Requirements:
    1. As required by Executive Order 14043 , Federal employees are required to be FULLY vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or BEFORE appointment or onboarding with the agency, if after November 22, 2021. The agency will provide additional information regarding what information or documentation will be needed and how you can request of the agency a legally required exception from this requirement.
    2. Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 120 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.

    Due to COVID-19, if selected, you may be expected to telework for an undefined period under the Department's evacuation authority, even if your home is located outside the local commuting area. Employees in this status may be notified of a requirement to report in person to the component workplace with an advance notice of not less than 30 days. Prior to a requirement to report to the workplace, employees may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the component's telework policy.
